Abstract:

National parks play an important role in maintaining natural ecosystems which are important sources of income and livelihood sustenance. Most national parks in Southern Africa are managed by their states. Before 2007, Gonarezhou National Park was managed by the Zimbabwe Parks Management and Wildlife Authority, which faced challenges in maintaining its biodiversity, community relations and infrastructure. However, in 2017 the Frankfurt Zoological Society and the Zimbabwe Parks Management and Wildlife Authority formed an innovative partnership under the Gonarezhou Conservation Trust (GCT). This study examines the relationship between GCT management, Gonarezhou National Park stakeholders and communities as well as the impact of the relationship on biodiversity and ecosystems. The study also highlights challenges faced and lessons learned in managing Gonarezhou as a protected area. To obtain the information, key informant interviews, Landsat satellite imagery, secondary data from previous studies and government sources were utilized. The results indicate that the concerted efforts of the Gonarezhou Conservation Trust to manage the park are starting to bear fruit in improving biodiversity conservation, ecosystem management and engaging communities. However, challenges such as governance obstacles, problematic stakeholder management, maintaining trust in community relations, ensuring sustainability, managing the adverse impacts of climate change and human-wildlife conflicts must still be navigated to ensure the park’s sustainable management. Notwithstanding challenges, we argue that a partnership arrangement such as the Gonarezhou Conservation Trust is a desirable model that can be applied in national parks in Zimbabwe and Africa for better biodiversity management and tourism.

Abstract:

Sea level rise increases community risks from erosion, wave flooding, and tides. Current management typically protects existing development and infrastructure with coastal armoring. These practices ignore long-term impacts to public trust coastal recreation and natural ecosystems. This adaptation framework models physical responses to the public beach and private upland for each adaptation strategy over time, linking physical changes in widths to damages, economic costs, and benefits from beach recreation and nature using low-lying Imperial Beach, California, as a case study. Available coastal hazard models identified community vulnerabilities, and local risk communication engagement prioritized five adaptation approaches—armoring, nourishment, living shorelines, groins, and managed retreat. This framework innovates using replacement cost as a proxy for ecosystem services normally not valued and examines a managed retreat policy approach using a public buyout and rent-back option. Specific methods and economic values used in the analysis need more research and innovation, but the framework provides a scalable methodology to guide coastal adaptation planning everywhere. Case study results suggest that coastal armoring provides the least public benefits over time. Living shoreline approaches show greater public benefits, while managed retreat, implemented sooner, provides the best long-term adaptation strategy to protect community identity and public trust resources.

Abstract:

The results of the study are interpreted that the local wisdom sipakatau which is interpreted as a sense of respect to build a form of community trust that by respecting customs rules that are believed by fishermen to have an impact on the safety and sustainability of the Lake ecosystem. Local wisdom sipakatau that forms the economic education pattern of the fishing community is obtained from fostering and exemplary that is shown hereditary in the community and within the family itself. Because the people on the coast of Lake Tempe consider that the work of fishermen is a promising job, they educate their children from patterns of habit and example, then introduce them to the customary rules that bind them as fishermen. The activity took place in the family and in the fishermen community so that their or attitude constructs them to respect their customs and customary leaders with their belief that in this way they have helped protect the natural ecosystems of the Lake for the continuation of fishermen's work. The pattern of habituation and exemplary education that is applied by respecting the customs, rules and norms of a person who forms a caring economy or caring economy, caring economy is interpreted as their concern for the lake ecosystem as a legacy and where they make a living as fishermen.

Social capital role in the utilization of mangrove ecosystem service for ecotourism on Kutai National Park, East Kalimantan, Indonesia. Bonorowo Wetlands 2: 61-68. Social capital has an important role in mangrove ecosystem preservation. Changes to mangrove ecosystem services can affect elements of social capital. Ecotourism is one of the alternatives that can be developed in the mangrove area in the National Park. The purpose of the study was to give an overview of the correlation between several elements of social capital in supporting ecotourism in mangrove areas. This study was conducted in five villages in East Kutai Regency, East Kalimantan, namely Singa Geweh, Sangkima, Teluk Singkama, Teluk Pandan and Kandolo. There were 530 respondents from the five villages involved as informants or resource persons. The data were analyzed by Sequal Equation Modeling Partial Least Square (SEM-PLS) method with SmartPLS. Based on the initial assessment by the scoring method, five social capital, i.e., trust, networking, community involvement, social norm and concern to mangrove had low criteria to support ecotourism in Kutai National Park (KNP) mangrove area. According to SEM-PLS analysis of the social capital variables, community involvement, social norms and trust had negative effect on the ecotourism. Trust and community involvement were relatively low in the four villages (Singa Geweh, Sangkima, Teluk Singkama, and Kandolo). They were associated with social norms. On the other hand, concern to mangrove, education and income levels and networking had positive effect and power to support ecosystem service of mangrove for ecotourism.

Abstract:

AbstractIn the search for successful community-based conservation models there has been a substantial focus on payment for ecosystem services. Such payments are measurable inputs that are often associated with conservation success. A closer look suggests a more complex, historically and culturally contingent picture. We argue that a focus on payment for ecosystem services as a defining factor for success in community conservation risks overlooking other, more significant processes. In particular, we argue for the importance of (1) tenure and livelihood security and (2) relations of trust, communication and respect. We draw on case studies from East Africa, but the findings are relevant for global community-based conservation endeavours.

Abstract:

Purpose Knowledge sharing across health ecosystems is extremely fuzzy because of knowledge asymmetries, barriers and diverse types and sources of knowledge, all of which together affect patient decision making and value creation. The purpose of this study is to identify core knowledge mediators across ecosystem with the focus on a patient as a central decision maker in their own health management to ensure smooth knowledge flows across actors. Design/methodology/approach To understand the knowledge flows in the health ecosystem, a phenomenological approach was applied in this study. Based on case study research. The analysis is based on the patient-centric approach and draws on qualitative, semi-structured interviews. Moreover, a knowledge-creating community approach (Paavola et al., 2004) is applied in which various stakeholders create and share knowledge of clinical and social domain, which together contribute to patient value creation. Findings Knowledge socialization and development starts within very close and trusted community members. Trust, validity, reliability and responsibility of knowledge have emerged as full mediators for knowledge absorption. Thus, health communities and knowledge ecosystems need safe places for “unverified” knowledge to ensure that the important trends and unresolved questions are not missed. Originality/value This study proposes a new health knowledge management approach for communities, which is more than clinical decisions and formal medical knowledge and embraces varieties of knowledge and information sources and types. At the end, the identified barriers and mediators can be used for serving the main goal of patient value increase because it responds to the need for a systematic approach in encouraging patients to play a more active role in their own health management.

Abstract:

In democracies, one of Public Service Media’s (PSM) main roles is to inform the public. In a digital news ecosystem, where commercial, citizen, and alternative news sources have multiplied, questions about the ability and need for PSM to fulfil this role are increasingly being raised. While the role of PSM can and should be scrutinized, a too-narrow a focus on an informed citizenry may obfuscate aspects, other than audience reach and objectivity, that are key to this information role, such as trust. Against this background, this article studies whether and to what extent citizens still trust the news and information services of their public broadcaster, asking if that trust is still high, whether there is a difference between groups in the population, and if trust is in line with reach. Based on a representative survey of news users in Flanders, the Dutch-speaking community of Belgium, the article studies the reach and trust scores of the brands of VRT, Flanders’ PSM, and compares them to those of its main competitors, with a specific focus on differences in terms of age, education levels, and political orientation. The results suggest that VRT struggles more than the main commercial players to reach young people and the lower-educated, but still leads when it comes to trust. The data show the continued importance of widening our assessment of PSM beyond market-focused indicators of reach.

Abstract:

This case discusses the architecture and application of privacy and trust issues in the Connected Mobility Digital Ecosystem (CMDE) for the University of Wollongong’s main campus community. The authors describe four mobile location-sensitive, context-aware applications (app(s)) that are designed for iPhones: a public transport passenger information app; a route-based private vehicle car-pooling app; an on-campus location-based social networking app; and a virtual art-gallery tour guide app. These apps are location-based and designed to augment user interactions within their physical environments. In addition, location data provided by the apps can be used to create value-added services and optimize overall system performance. The authors characterize this socio-technical system as a digital ecosystem and explain its salient features. Using the University of Wollongong’s campus and surrounds as the ecosystem’s community for the case studies, the authors present the architectures of these four applications (apps) and address issues concerning privacy, location-identity and uniform standards developed by the Internet Engineering Task Force (IETF).

Abstract:

The purpose of this study was to identify the customary community forest of Soug tribe of Arfak in using customary forest resources surrounding Tobou forest. Through the study, how the forest assessed, local culture, forest preservation, transfer knowledge, accessibility, and infrastructure towards the existence of Tobou customary forest. The descriptive method was used to qualitative data. In order to obtain data, interview, and field observation was applied. In terms of customary forest use around Tobou, there were numbers of conserving land types such as garden opening, extracting both, timber and non-timber forest products, important value and trust, co-benefit interaction among social and biophysical co-benefit as a whole ecosystem component and customary role community. It turned out that social bonds among community strata were glaringly seen through customary roles as it has been indicated strongly in Arfak ethnic.

Abstract:

Public greenspaces provide an opportunity for community members to engage with the outdoors. In many locations, however, parks are under used. In an effort to gauge the potential for outdoor interaction and ecosystem education, we conducted a survey of residents from a central New Jersey, USA, county. Our correlation analysis indicated that park use could be related to socioeconomics and in particular education, environmental literacy, pet ownership, outdoor enjoyment and preferred environment. Variables relating to mood and other personal characteristics were more strongly associated with individual identity characteristics. Through multivariate analyses, we offer an organizing framework that can help tailor outdoor greenspace improvement/restoration and programming to identity categories. These categories are a combination of where an individual lives, enjoyment of the outdoors, education and socio-economics, sense of community, institutional trust, and pet ownership.

Abstract:

Understanding humanity’s relationship with nature is crucial for the well-being and sustainable development of mankind in the face of global environmental change. Communities depend on landscapes for survival and landscapes determine if sustainable development is to be achieved. The links between landscapes, ecosystem services, livelihoods, and climate change are often complex, misunderstood, and barely studied in rural areas of Africa, where communities live side-by-side with conservation areas. Our study surveyed the perception of the nexus of landscape change, climate change, ecosystem services, and livelihoods in Gonarezhou, a national park in southeastern Zimbabwe. We also used Landsat satellite imagery to map the landscape change over 20 years to validate and to correlate with the survey data. The survey results indicated that people relied on rainfed agriculture as a means of livelihood, but droughts as a result of climate change force communities to engage in other means of livelihoods such as small-scale poaching of small game such as impala and harvesting of natural resources such as edible shrubs. Crops and livestock as provisional ecosystem services have been negatively affected by climate change and landscape change. Landsat data confirmed that there was a negative transformation of the landscape as a result of agriculture, growth in settlements, and large herbivores. However, there was also a positive landscape transformation resulting from the conservation efforts by the Gonarezhou Conservation Trust (GCT). Cultural services about education and awareness of the environment and provisional services such as wild fruits are booming. Challenges such as soil erosion, human–wildlife conflict, and minimal community benefits from conservation efforts hindered sustainable development in the study area. While changes in landscape, climate, livelihoods, and ecosystem services happened at a local scale, the underlying drivers such as politics and the economy were also identified as drivers of landscape change.

Abstract:

SummaryScientific evidence will be better incorporated into conservation action and environmental policy if it is deemed credible by decision-makers. However, huge uncertainties are inherent in large-scale ecosystem statistics. Two wetland case studies relating to mangrove areal extent in Peninsular Malaysia and saltmarsh loss in the UK indicate the major causes of information uncertainty, relating to poor methodological description, traceability and assumptions associated with the use of grey literature. Furthermore, potentially inaccurate information can be propagated throughout the research community and gain ‘proof by assertion’, especially if the information originates from an authoritative source. Researchers must better consider implicit and explicit uncertainty and be critical of secondary information. Future information production requires the use of rigorous peer-reviewed methodologies in order to decrease and quantify error. Such steps will increase the credibility of scientific evidence, so researchers can better contribute to a two-way science and policy deliberation approach.

Abstract:

Ophthalmology researchers are becoming increasingly reliant on protected data sets to find new trends and enhance patient care. However, there is an inherent lack of trust in the current healthcare community ecosystem between the data custodians (i.e., health care organizations and hospitals) and data consumers (i.e., researchers and clinicians). This typically results in a manual governance approach that causes slow data accessibility for researchers due to concerns such as ensuring auditability for any authorization of data consumers, and assurance to ensure compliance with health data security standards. In this paper, we address this issue of long-drawn data accessibility by proposing a semi-automated “honest broker” framework that can be implemented in an online health application. The framework establishes trust between the data consumers and the custodians by: 1. improving the eiciency in compliance checking for data consumer requests using a risk assessment technique; 2. incorporating auditability for consumers to access protected data by including a custodian-in-the-loop only when essential; and 3. increasing the speed of large-volume data actions (such as view, copy, modify, and delete) using a popular common data model. Via an ophthalmology case study involving an age-related cataract research use case in a community cloud testbed, we demonstrate how our solution approach can be implemented in practice to improve timely data access and secure computation of protected data for ultimately achieving data-driven eye health insights.

Abstract:

Recent years have seen a paradigm shift from individualistic, market-based models of community development to more sustainable and human-centered approaches that emphasize inclusion and participation. Yet processes of privatization in the era of neoliberalism threaten these efforts by concentrating profits for elites while impoverishing everyday people and the environments they inhabit, resulting in profoundly uneven access to resources, inclusion, and participation. This analysis examines the psychosocial processes that produce and are produced by these unequal and segregated settings, as well as the causes and correlates of this imbalance in the context of the United States. Then, empirical literature is reviewed exploring the harmful consequences that inequality entails for individual and societal wellbeing, arguing that inequality (a) undermines opportunity by limiting access to resources and constraining upward mobility, (b) undermines community by dissolving trust and cohesion, (c) undermines ecosystems health by accelerating environmental degradation, and (d) undermines democracy by reducing the political power of the non-wealthy relative to the wealthy. Finally, four placemaking principles are proposed as a way to promote more sustainable, equitable, and inclusive community development.

Abstract:

Most forests in Fiji are on native land owned by communities with tenure rights that are held largely with clans. Although there are examples in Fiji of local communities setting up conservation areas to protect their valuable forest resources, many are under pressure to issue leases to logging or mining companies for much-needed income. With inadequate legislation and government resources to secure the long-term protection of natural forests, conservation practitioners are looking at alternative models for establishing forest conservation areas in Fiji. One such model is the application of a forest payment for ecosystem services (PES) scheme to deliver both ecological and socioeconomic outcomes for local communities. A case study from Kilaka village, Fiji, is presented where the Wildlife Conservation Society (WCS) has worked with traditional land owners to secure a 99-year conservation lease for 402ha of pristine native forest in Vanua Levu. The lease, which was brokered through the government iTaukei Land Trust Board, provides an alternative source of income to logging and mining. The management plan which is nested within a larger ecosystem-based management plan for the district, sets out the comanagement arrangements between the community and WCS, with the day-to-day management of the forest, enforcement, monitoring and evaluation led by the traditional landowning clan. This PES model and co-management arrangement has potential for replication to other priority forest areas to meet Fiji’s obligations under the Convention on Biological Diversity, but at an estimated financial cost ranging from US$69.0–287.8 million.

Abstract:

We developed a “continual engagement” model to better integrate knowledge from policy makers, communities, and researchers with the goal of promoting more effective action to balance poverty alleviation and wildlife conservation in 4 pastoral ecosystems of East Africa. The model involved the creation of a core boundary-spanning team, including community facilitators, a policy facilitator, and transdisciplinary researchers, responsible for linking with a wide range of actors from local to global scales. Collaborative researcher−facilitator community teams integrated local and scientific knowledge to help communities and policy makers improve herd quality and health, expand biodiversity payment schemes, develop land-use plans, and fully engage together in pastoral and wildlife policy development. This model focused on the creation of hybrid scientific−local knowledge highly relevant to community and policy maker needs. The facilitation team learned to be more effective by focusing on noncontroversial livelihood issues before addressing more difficult wildlife issues, using strategic and periodic engagement with most partners instead of continual engagement, and reducing costs by providing new scientific information only when deemed essential. Manam'mi tradition contains a set of informal values ​​or norms, such as mutual trust, mutual understanding, equality in values ​​and behavior, mutual assistance, and mutual help that forms the structure of society and becomes a bond among the community members which is effective for coordination and cooperation in achieving the common goals. Manam'mi is one of coastal community local wisdom which contains marine resource management components. The Eha concept in a series of Manam'mi ritual embodies the natural resources sustainability as well as the marine ecosystem balance and provides opportunities for other living creatures to breed, so that the continuity of natural resources supplies on land and at sea are ensured. Sammi is the ecological intelligence of Miangas indigenous people in managing the marine resources by using environmentally friendly (eco-friendly) fishing gear. The focus of this study is to describe how the implementation of Manam'mi ritual in community life in Miangas Island is viewed from the sustainable development, social capital and culture capital perspective. This study used descriptive-qualitative approach. The approach was done by doing interview, observation, documentation study, and inductive model data analysis. Manam'mi tradition can be regarded as social capital of Miangas society because it involves belief, norms, and relationships/networks between the stakeholders. The study shows that Manam'mi contains three sustainable development approaches, namely environmental, economic, and socio-cultural approaches.

Abstract:

Nowadays, the scientific community is aware of the negative environmental impacts of soil erosion on ecosystem services. Soil erosion is one of the most important causes of land degradation because of its immediate influence of the most fertile topsoil parts. It is well-known that questions related to who, what, why, where and when soil erosion causes negative impacts must be considered by stakeholders and policymakers. However, why do the Sustainable Development Goals tell anything about soil erosion? In this keynote, we will try to show the importance to develop tools which can be used to assess soil erosion to obtain convincing results for stakeholders and policymakers. According to this fact, we present some studies related to in situ soil erosion measures and assessments of human perception and economical approaches. Abstract:

The public safety community is transitioning from land mobile radios to a communications technology ecosystem including a variety of broadband data sharing platforms. Successful deployment and adoption of new communications technology relies on efficient and effective user interfaces based on understanding first responder needs, requirements, and contexts of use; human factors research is needed to examine these factors. As such, this paper presents initial qualitative research results via semi-structured interviews with 133 first responders across the U.S. While there are similarities across disciplines, results show there is no easy “one size fits all” communications technology solution. To facilitate trust in new communications technology, solutions must be dependable, easy to use for first responders, and meet their communication needs through the application of user-centered design principles. During this shift in public safety communications technology, the time is now to leverage existing human factors expertise to influence emerging technology for public safety.

Abstract:

Research in machine learning has become very popular in recent years, with many types of models proposed to comprehend and predict patterns and trends in data originating from different domains. As these models get more and more complex, it also becomes harder for users to assess and trust their results, since their internal operations are mostly hidden in black boxes. The interpretation of machine learning models is currently a hot topic in the information visualization community, with results showing that insights from machine learning models can lead to better predictions and improve the trustworthiness of the results. Due to this, multiple (and extensive) survey articles have been published recently trying to summarize the high number of original research papers published on the topic. But there is not always a clear definition of what these surveys cover, what is the overlap between them, which types of machine learning models they deal with, or what exactly is the scenario that the readers will find in each of them. In this article, we present a meta-analysis (i.e. a “survey of surveys”) of manually collected survey papers that refer to the visual interpretation of machine learning models, including the papers discussed in the selected surveys. The aim of our article is to serve both as a detailed summary and as a guide through this survey ecosystem by acquiring, cataloging, and presenting fundamental knowledge of the state of the art and research opportunities in the area. Our results confirm the increasing trend of interpreting machine learning with visualizations in the past years, and that visualization can assist in, for example, online training processes of deep learning models and enhancing trust into machine learning. However, the question of exactly how this assistance should take place is still considered as an open challenge of the visualization community.

Abstract:

Abstract Objective The main purpose of this study was to establish a seamless clinical data sharing system in a new medical school in partnership with community health systems. Methods We developed a Data Request Management System (DRMS) and a data request process to streamline access to and management of data for quality improvement, population health, and research. We utilized a four-pronged methodology in implementing our clinical data sharing system: data governance, data extraction, external relationships, and internal engagement. Results The Data Core team of honest data brokers through the established relationships, data use agreements, data request processes, and the DRMS processed more than 50 data requests from all the departments during its first year of operation. The DRMS application and the supporting governance and relationships provided a platform for improved process and accuracy of data sharing environment by facilitating trust, transparency, standardization, and service provisioning. Conclusion Developing a seamless data ecosystem that forms the basis of a learning health system between an academic health center and community health systems requires a combination of people (the Data Core team), processes (common data request process policies and procedures), and technology (an effective online DRMS). Future work is needed to measure the impact of the clinical data sharing system on efficiency and accuracy of data sharing.

Tembawang is a form of land management carried out by the Dayak people in West Kalimantan. This study aims to describe the forms of local wisdom that consist of knowledge, norms, regulations, and skills in Tekalong Village, Setia Jaya Village in tembawang management. The study was conducted using a survey method that is descriptive with interview techniques and questionnaire aids in the form of a list of questions submitted to a number of people (respondents). Respondents in this study were 30 people. There are 4 tembawang in Tekalong Hamlet, namely Tembawang Tekalong, Tembawang Sunge Tangket, Tembawang Bangkaris, and Tembawang Madas. The results of this study indicate that there are (5) forms of local wisdom that support the management of tembawang in Tekalong Hamlet, namely : (1). Knowledge, apply customary law to every violatoin both intentionally or unintentionally, the community also believes in several myths to be used as role models in managing Tembawang. (2). Norm, there are certain days the people cut Tembawang location. (3). Regulations, no trees can be cut down in Tembawang, and may not carry out activities that can damage the ecosystem that is in Tembawang. (4). Abstract:

Abstract Wildfire represents a serious challenge to communities in the rural West. After decades of fire suppression, land managers now perceive a greater role for wildfire in the ecosystem. In the meantime, migration patterns from urban to rural settings have increased the number of people living in forested areas throughout the West, therefore; wildfires are a threat to more homes than ever in the region. This study focuses on two communities' response to wildfires during the intense fire season of 1994. Through qualitative research methods, the study analyzes these diverse responses in the context of local social history. Residents of the two communities in north central Washington differed markedly in their perceptions of the wildfires and the followup recovery efforts. We argue that these differences are in large part due to differences in the communities' historical development patterns, geographical location, and the resulting differences in social composition and world views of members. The historical trajectory and everyday life in each of the two communities serve to frame differing attitudes and positions regarding forest and fire management, which can be explained further by using three distinct perspectives on community. Abstract:

The COVID-19 pandemic highlights the urgent need to strengthen global scientific collaboration, and to ensure the fundamental right to universal access to scientific progress and its applications. Open Science (OS) is central to achieving these goals. It aims to make science accessible, transparent, and effective by providing barrier-free access to scientific publications, data, and infrastructures, along with open software, Open Educational Resources, and open technologies. OS also promotes public trust in science at a time when it has never been more important to do so. Over the past decade, momentum towards the widespread adoption of OS practices has been primarily driven by declarations (e.g., DORA, the Leiden Manifesto). These serve an important role, but for OS to truly take root, researchers also must be fully incentivized and rewarded for its practice. This requires research funders and academic leaders to take the lead in collaborating, with researchers in designing, and implementing new incentive structures, and to actively work to socialize these throughout the research ecosystem. The US National Academies of Science, Engineering, and Medicine (NASEM) Roundtable on Aligning Research Incentives for OS is one such effort. This paper examines the strategy behind convening the Roundtable, its current participant makeup, focus, and outputs. It also explores how this approach might be expanded and adapted throughout the global OS community.

Abstract:

Emerging zoonoses with pandemic potential are a stated priority for the global health security agenda, but endemic zoonoses also have a major societal impact in low-resource settings. Although many endemic zoonoses can be treated, timely diagnosis and appropriate clinical management of human cases is often challenging. Preventive ‘One Health’ interventions, e.g. interventions in animal populations that generate human health benefits, may provide a useful approach to overcoming some of these challenges. Effective strategies, such as animal vaccination, already exist for the prevention, control and elimination of many endemic zoonoses, including rabies, and several livestock zoonoses (e.g. brucellosis, leptospirosis, Q fever) that are important causes of human febrile illness and livestock productivity losses in low- and middle-income countries. We make the case that, for these diseases, One Health interventions have the potential to be more effective and generate more equitable benefits for human health and livelihoods, particularly in rural areas, than approaches that rely exclusively on treatment of human cases. We hypothesize that applying One Health interventions to tackle these health challenges will help to build trust, community engagement and cross-sectoral collaboration, which will in turn strengthen the capacity of fragile health systems to respond to the threat of emerging zoonoses and other future health challenges. One Health interventions thus have the potential to align the ongoing needs of disadvantaged communities with the concerns of the broader global community, providing a pragmatic and equitable approach to meeting the global goals for sustainable development and supporting the global health security agenda. Abstract:

Bats are known reservoirs of Nipah virus (NiV) and some filoviruses and also appear likely to harbor the evolutionary progenitors of severe acute respiratory syndrome coronavirus (SARS-CoV), severe acute respiratory syndrome coronavirus-2 (SARS-CoV-2), and Middle East respiratory syndrome coronavirus (MERS-CoV). While bats are considered a reservoir of deadly viruses, little is known about people’s knowledge, attitudes, and perceptions of bat conservation and ecology. The current study aimed to assess community people’s knowledge, attitudes, and perceptions of bat ecology, myths, and the role of bats in transmitting NiV in Bangladesh. Since 2001, NiV has been a continuous threat to public health with a mortality rate of approximately 70% in Bangladesh. Over the years, many public health interventions have been implemented to raise awareness about bats and the spreading of NiV among the community peoples of Nipah outbreak areas (NOAs) and Nipah non-outbreak areas (NNOAs). We hypothesized that people from both areas might have similar knowledge of bat ecology and myths about bats but different knowledge regarding their role in the spreading of NiV. Using a four-point Likert scale-based questionnaire, our analysis showed that most people lack adequate knowledge regarding the role of bats in maintaining the ecological balance and instead trust their beliefs in different myths about bats. Factor score analysis showed that respondents’ gender (p = 0.01), the outbreak status of the area (p = 0.03), and their occupation (p = 0.04) were significant factors influencing their knowledge of bat ecology and myths. A regression analysis showed that farmers had 0.34 times the odds of having correct or positive knowledge of bat ecology and myths than businesspersons (odds ratio (OR) = 0.34, 95% confidence interval (95% CI) = 0.15–0.78, p = 0.01). Regarding the spreading of NiV via bats, people had a lower level of knowledge. In NOAs, age (p = 0.00), occupation (p = 0.00), and level of education (p = 0.00) were found to be factors contributing to the amount of knowledge regarding the transmission of NiV, whereas in NNOAs, the contributing factors were occupation (p = 0.00) and level of education (p = 0.01). Regression analysis revealed that respondents who were engaged in services (OR = 3.02, 95% CI = 1.07–8.54, p = 0.04) and who had completed primary education (OR = 3.06, 95% CI = 1.02–9.17, p < 0.05) were likely to have correct knowledge regarding the spreading of NiV. Based on the study results, we recommend educational interventions for targeted groups in the community, highlighting the ecosystem services and conservation of bats so as to improve people’s current knowledge and subsequent behavior regarding the role of bats in ecology and the spreading of NiV in Bangladesh.

Research issue and theoretical foundation<br/> Embeddedness refers to the financial, operational and structural mooring of an organisation in a particular social system or community. It presents itself as a central tenet of Williamson's (1975) classic theory of Transaction Cost Economics (TCE) and as such is a concept long overdue attention. In this paper, this concept is problematised as a macro- or organisation-level construct, and the paper also explores some of its consequents.<br/> Findings of the study<br/> Using a thick description approach, case study evidence is built for the Islamic Banking (IB) business model. It is shown how this indigenous business model (i.e., IB) has leveraged the power of social networks to build a profitable portfolio of investments over time, in the specific context of the UAE (United Arab Emirates) and its unique socio-political and cultural aspects. Dimensions of the embeddedness construct are proposed. Further, causal linkages are theorised with two distinct but inter-related consequents of embeddedness: corporate governance and performance outcomes of the organisation. It is envisaged that both linkages are mediated by the construct of board interlocks.<br/> Implications<br/> Proximally, this study has the potential to extend scholarship in the domains of business relations, trust and indigenous business models. As a distal possibility, researchers might use it to build on the organisational ecosystem paradigm.<br/> Scope and contributions<br/> The main contribution is to develop the concept of embeddedness. Abstract:

Purpose The purpose of this paper is to develop the Great Green Wall (GGW) Project initially financed by the United Nation’s Global Environment Facility Trust Fund, is a Pan African proposal in greening the Sahel of Africa from West (Dakar) to the East (Djibouti). It aims at reducing poverty and soil degradation in this region, taking into account the effects of desertification and climate change on sustainability of livelihoods. Design/methodology/approach Several desertification attenuation projects in Nigeria are employing different methods for maximum benefits obtainable from the objectives of the particular projects. As noted above, however, the approach of GGW is to improve the alternative livelihoods of the people by their active participating in the implementation of the project. It is also noted that environmental impact assessment, community reconnaissance or needs assessments might be initial part of pre-project activities, thereby making the communities more aware and educated of the impending environmental problems. Findings Desertification has reached an alarming state in Nigeria. The frontline desert threatened States of Nigeria constitute 43 percent of the land mass of the country. With increased pressure of desertification, exacerbated by a period of prolonged drought of more than 20 years, climate change and human activities, it is becoming increasingly difficult to obtain sustainability in the management of the fragile lands and the region’s ecosystem. Strategic interventions in combating the problem of desertification in Nigeria have attenuated some of the detrimental social, economic and environmental impacts on the affected communities. Programmes and projects have strengthened the resilience of the people, participating in sand dune stabilization, the Great Green Wall Sahara Sahel Initiative, including shelterbelt developments. Government has sustained inputs in environmentally friendly agriculture and also encouraged synergetic collaborative activities with international and national NGOs, international agencies and local institutions. Originality/value These results/activities give evidence of the increased public awareness of environmental degradation due to desertification and climate change in Nigeria; the realization in environmental stabilization needs with ready participation of the communities for improved livelihoods in environmental activities and arid agriculture as supported by the National Great Green Wall (NAGGW) program of the country; resulting in internalization of these projects supporting livelihoods for sustainability in the Sahel of Nigeria.

Abstract:

Woodland caribou conservation has been the topic of much debate for the past few decades. By the late 1970s there was growing concern about declining woodland caribou populations and the interaction between industrial activities and woodland caribou. Initial concerns led to the closure of the licensed hunting season in 1981. Early confrontation between government and industry in the late 1980s transformed into a series of evolving collaborative ventures. Improving our understanding of the basic ecology of woodland caribou in Alberta was at the center of early research efforts; more recent studies have examined the effects of industrial activities on caribou and effectiveness of various mitigation factors. Despite having amassed an impressive body of information from a research and monitoring perspective, progress on implementing effective management actions has been less dramatic. Industry has endured significant costs implementing a variety of perceived conservation initiatives, but caribou populations continued to decline through the last few decades. While some parties feel more research is needed, there is growing consensus that changes to habitat as induced by human activities are important factors influencing current caribou declines. Predation is a proximate cause of most caribou mortality. Climate change mediated alterations to habitat and predator-prey interactions remain a key source of uncertainty relative to future caribou population trends. Management actions will need to deal with long term habitat changes associated with human land use and short term implications of increased predation. In 2005, the provincial minister responsible for caribou conservation responded to the draft 2004 recovery plan and created the Alberta Caribou Committee (ACC). The goal of the ACC is to maintain and recover woodland caribou in Alberta’s forest ecosystems while providing opportunities for resource development, following guidance provided by the Alberta Woodland Caribou Recovery Plan, as qualified by the Minister of Sustainable Resource Development. The current and future challenge involves conserving and recovering caribou populations and habitat through use of knowledge-based processes, applied through existing or other mechanisms, as deemed appropriate. As outlined in the ACC terms of reference, this complex challenge is to be achieved in an atmosphere of co-operation and trust amongst participants. The mandate of the ACC is to bring together the expertise and experience of its members under a consensus-based partnership for the purpose of: 1) providing thoughtful advice to government and, 2 implementing or supporting approved caribou population and habitat conservation and recovery programs. The ACC provides advice to government regarding policy and program matters, but does not create government policy or programs. Compared to previous multi-stakeholder committees dealing with caribou in Alberta, the ACC has an expanded membership that includes representatives from aboriginal organizations, industry (forestry and energy sector), environmental non-government organizations, the scientific community, and the government of Alberta. In addition to the expanded ‘breadth’ in committee membership and mandate scope, is an increased ‘height’ of influence in that the governance board provides advice to the Alberta government through the Deputy Minister of Sustainable Resource Development (the provincial department responsible for land and wildlife management). This new collaboration brings new optimism for translating knowledge to effective cumulative effects management alternatives. Additional opportunities for federal involvement include the development of strategies specific to lands under federal jurisdiction and, where appropriate, participation on landscape teams to develop management strategies for herds whose range crosses provincial and/or federal boundaries.

Abstract:

This paper details a qualitative investigation of human factors relating to adoption of digital agricultural technologies on Australian farms. We employed an ‘ecosystems’ approach to undertake a case study of a cotton farm’s transition to digital farming. Interviews and participant observation were conducted across the farm’s supply chain to understand how the experiences, perceptions, and activities of different stakeholders constituted a community-level orientation to digital agriculture, which enabled and constrained on-farm adoption. Technology providers installed a variety of data-generating technologies – remote sensors, automation, satellite crop imagery, WiFi/4G connectivity, and a customised data dashboard on the farm. However, the farmers lacked digital and data literacy skills to access, manage and use data effectively and independently. Specialist expertise for data translation was required, and support and resourcing for the farmers to acquire data capabilities was limited. This ‘data divide’ between the generation and application of farm data was complicated by broader issues raised by participants about data ownership, portability, privacy, trust, liability, and sovereignty, which have been observed internationally. The paper raises questions about the level of expertise farmers should be expected to attain in the transition to digital farming, who in the ecosystem is best placed to fill this ‘data divide’, and what interventions are necessary to address significant barriers to adoption in rural communities. It also highlights a tension between farmers’ $2 as decision-makers on their own properties and their $2 on digital technologies – and the ecosystems that support uptake of digital AgTech – to inform on-farm decisions.

Abstract:

Adaptation to changes in the delivery of ecosystem services while maintaining resilience of natural systems is one of the main challenges faced by multi-use marine protected areas (MPAs). To overcome this, it is crucial to improve our understanding of interdependencies among resource users and ecosystems. In this study we used networks to model the socio-ecological system of a multi-use MPA in the southern Caribbean. Using a mixed-method approach, we built a socio ecological network (SEN) from the flow of economic benefits that stakeholders obtain from coral reefs in Los Roques National Park. We specifically looked at how these benefits are distributed among stakeholder groups and how the structure and other network properties can inform management. For this, four networks (simple, weighted, directed and directed-weighted) were built from 125 nodes representing three services and six stakeholder groups, linked through 475 edges. The SEN structure indicated an open resource use pattern with reduced social capital, suggesting that community-based management could be challenging. Only 31% of the benefits from ecosystem services stay within the SEN. Regulation services, derived from the coral reef framework were the most important in terms of maintaining the flow of benefits through the SEN; however, most benefits depended on provisioning services. This approach, based on network theory allowed identification of inequalities in the access to benefits among groups, externalities in benefits derived from fisheries and trade-offs between provisioning and regulation services. Our results suggest that Los Roques might be falling into a socio-ecological trap. Improving access to benefits and increasing trust need be prioritized. Low-cost management intervention can help internalize financial benefits and reduce trade-offs affecting more vulnerable stakeholder groups. However, these would require changes in governance and institutions at the executive level.

Abstract:

Medical schools provide the foundation for a physician’s growth and lifelong learning. They also require a large share of government resources. As such, they should seek opportunities to maintain trust from the public, their students, faculty, universities, regulatory colleges, and each other. The accreditation of medical schools attempts to assure stakeholders that the educational process conforms to appropriate standards and thus can be trusted. However, accreditation processes are poorly understood and the basis for accrediting authorities’ decisions are often opaque. We propose that increasing transparency in accreditation could enhance trust in the institutions that produce society’s physicians. While public reporting of accreditation results has been established in other jurisdictions, such as Australia and the United Kingdom, North American accrediting bodies have not yet embraced this more transparent approach. Public reporting can enhance public trust and engagement, hold medical schools accountable for continuous quality improvement, and can catalyze a culture of collaboration within the broader medical education ecosystem. Inviting patients and the public to peer into one of the most formative and fundamental parts of their physicians’ professional training is a powerful tool for stakeholder and public engagement that the North American medical education community at large has yet to use.

Abstract:

CitSci.org is a global citizen science software platform and support organization housed at Colorado State University. The mission of CitSci is to help people do high quality citizen science by amplifying impacts and outcomes. This platform hosts over one thousand projects and a diverse volunteer base that has amassed over one million observations of the natural world, focused on biodiversity and ecosystem sustainability. It is a custom platform built using open source components including: PostgreSQL, Symfony, Vue.js, with React Native for the mobile apps. CitSci sets itself apart from other Citizen Science platforms through the flexibility in the types of projects it supports rather than having a singular focus. This flexibility allows projects to define their own datasheets and methodologies. The diversity of programs we host motivated us to take a founding role in the design of the PPSR Core, a set of global, transdisciplinary data and metadata standards for use in Public Participation in Scientific Research (Citizen Science) projects. Through an international partnership between the Citizen Science Association, European Citizen Science Association, and Australian Citizen Science Association, the PPSR team and associated standards enable interoperability of citizen science projects, datasets, and observations. Here we share our experience over the past 10+ years of supporting biodiversity research both as developers of the CitSci.org platform and as stewards of, and contributors to, the PPSR Core standard. A high level of space and land utilization in the city of Semarang, Indonesia, has caused degradation of natural resources, both terrestrial and aquatic. In particular, the impact of flooding and high spring tides has worsened over time. Payment for Environmental Services (PES) is now being developed globally as a market-based instrument to attribute value to ecosystem, environmental and social services provided by natural resources, recognizing the value of social capital. Local networks and communities play important roles and have positive impacts on economic welfare and local development. The aim of this study is to analyse the potential of social capital as source of support in implementation of PES in Tawang Retention Pond. This research use mixed methods (both qualitative and quantitative approaches) to produce a more complete pictureby combining and comparing informationfrom different sources.The result shows that the characteristics of the community surrounding Tawang retention pond is included in a type of Bridging Social Capital which is characterized by a sense of spontaneous (reciprocity), mutual trust and social networks such as members of the SHGs (Self-Help Groups) who indulge in the activities of gathering, social funds that bridge the poor to join a self-help community groups. This qualitative result is strengthened by the results of correlation analysis where there is a significant correlation between social capital and PES with a coefficient of 59.5%. Thismeans social capital is potentially an important factor in the application of PES.

Abstract:

A core component of the Paris Agreement is reducing emissions from deforestation and forest degradation (REDD+). Originally envisioned as a form of payments for ecosystem services, REDD+ has played out in a myriad of ways on the ground. Examining the transition of REDD+ from theory to practice, this article provides an ethnographic account of local experiences with the Kalimantan Forests and Climate Partnership in Indonesia. Challenges with the invisibility of “carbon” as a resource—both literally and figuratively—was a common theme as community members questioned the feasibility of carbon as a commodity and expressed concerns that if REDD+ did succeed, their land rights might be usurped by more powerful interests. Concurrent to REDD+, communities were navigating imminent threats from forest fires and oil palm expansion. Village government leaders saw REDD+ as a potential buffer against these threats, but due to a history of failed development interventions they proceeded carefully in REDD+. Because the Kalimantan Forests and Climate Partnership was funded by bi-lateral aid, it was less susceptible to fluctuations in the carbon market but more vulnerable to changes in Australia’s administration and aid priorities, which ultimately led to the project’s closure in 2014. Since the project’s closure, villages have experienced the expansion of oil palm plantations onto community lands, and local forests and croplands have been engulfed in massive peatland fires—both threats that REDD+ was designed to confront. A key lesson from the Kalimantan Forests and Climate Partnership is that if the international community wants to work with local communities to make a lasting impact, it is essential that their engagement be built upon commitment, transparency, and trust.

Sports teams are a part of an ecosystem comprised of primary and secondary stakeholders. The authors explore this phenomenon using a stakeholder perspective to understand how different business models and ownership structures optimize stakeholder value.Design/methodology/approachThe authors employ an evaluative conceptual approach to examine the dominant model in the US, European ownership structures and public-private partnerships (PPPs). T finalize these comparisons by exploring a fourth business model and ownership structure – a relatively unique option in the US deployed by the Green Bay Packers – which we refer to as the maximized value partnership (MVP). These comparisons are followed by practical advice for owners in regard to these governance mechanisms.FindingsThe MVP ownership model has the potential to level the playing field between public and private actors. Abstract:

Abstract Internet of Things (IoT) devices such as connected sensors are increasingly being used in the public sector, often deployed and collecting data in public spaces. A theme commonly seen in the rhetoric surrounding public space IoT initiatives is empowerment, and these deployments are broadly perceived as beneficial by policy makers. However, such technology presents new governance challenges. It is important to ask who is empowered and who benefits, and we must ensure that such technological interventions follow democratic principles and are trusted by citizens. In this paper, we investigate how risk, transparency, and data governance require careful consideration in this domain, describing work which investigates how these combine to form components of trusted IoT ecosystems. This includes an overview of the landscape of public space IoT deployments, consideration of how they may often be subsumed in idealized smart city focused rhetoric, and discussion of how methodologies such as design fiction in community settings can uncover potential risks and concerns. Our findings suggest that agency, value and intent associated with IoT systems are key components that must be made transparent, particularly when multiple actors and stakeholders are involved. We suggest that good governance requires consideration of these systems in their entirety, throughout the full planning, implementation, and evaluation process, and in consultation with multiple stakeholders who are impacted, including the public. To achieve this effectively, we argue for transparency at the device and system level, which may require legislative change.

In Aotearoa New Zealand, agricultural land-use intensification and decline in freshwater ecosystem integrity pose complex challenges for science and society. Despite riparian management programmes across the country, there is frustration over a lack in widespread uptake, upfront financial costs, possible loss in income, obstructive legislation and delays in ecological recovery. Thus, social, economic and institutional barriers exist when implementing and assessing agricultural freshwater restoration. Partnerships are essential to overcome such barriers by identifying and promoting co-benefits that result in amplifying individual efforts among stakeholder groups into coordinated, large-scale change. Here, we describe how initial progress by a sole farming family at the Silverstream in the Canterbury region, South Island, New Zealand, was used as a catalyst for change by the Canterbury Waterway Rehabilitation Experiment, a university-led restoration research project. Partners included farmers, researchers, government, industry, treaty partners (Indigenous rights-holders) and practitioners. Local capacity and capability was strengthened with practitioner groups, schools and the wider community. With partnerships in place, co-benefits included lowered costs involved with large-scale actions (e.g., earth moving), reduced pressure on individual farmers to undertake large-scale change (e.g., increased participation and engagement), while also legitimising the social contracts for farmers, scientists, government and industry to engage in farming and freshwater management. We describe contributions and benefits generated from the project and describe iterative actions that together built trust, leveraged and aligned opportunities. These actions were scaled from a single farm to multiple catchments nationally.

The current and future consequences of anthropogenic impacts such as climate change and habitat loss on ecosystems will be better understood and therefore addressed if diverse ecological data from multiple environmental contexts are more effectively shared. Re-use requires that data are readily available to the scientific scrutiny of the research community. A number of repositories to store shared data have emerged in different ecological domains and developments are underway to define common data and metadata standards. Nevertheless, the goal is far from being achieved and many challenges still need to be addressed. The definition of best practices for data sharing and re-use can benefit from the experience accumulated by pilot collaborative projects. The Euromammals bottom-up initiative has pioneered collaborative science in spatial animal ecology since 2007. It involves more than 150 institutes to address scientific, management and conservation questions regarding terrestrial mammal species in Europe using data stored in a shared database. In this manuscript we present some key lessons that we have learnt from the process of making shared data and knowledge accessible to researchers and we stress the importance of data management for data quality assurance. We suggest putting in place a pro-active data review before data are made available in shared repositories via robust technical support and users’ training in data management and standards. We recommend pursuing the definition of common data collection protocols, data and metadata standards, and shared vocabularies with direct involvement of the community to boost their implementation. We stress the importance of knowledge sharing, in addition to data sharing. We show the crucial relevance of collaborative networking with pro-active involvement of data providers in all stages of the scientific process. Our main message is that for data-sharing collaborative efforts to obtain substantial and durable scientific returns, the goals should not only consist in the creation of e-infrastructures and software tools but primarily in the establishment of a network and community trust. This requires moderate investment, but over long-term horizons.

Digital technologies, growth and globalization of the research community, and societal demand to address the Grand Challenges of our times, are driving changes in the dynamics of research, an evolution sometimes referred to as “Science 2.0”. They impact the entire research workflow, from securing resource, through conducting research, to disseminating the results using more routes than ever before, to peers, industry and society. This broad transmission of the results and benefits of research also paves the way for citizens and civil society organizations to be much more directly and actively involved as “agenda gatekeepers”, with a role in steering research, and perhaps even as funders themselves.These changes result in a more complex research ecosystem, populated by more stakeholders with ever higher expectations. The resources to support this ecosystem are not infinite, and these changes also drive the development of additional approaches into evaluating research alongside the well-established practices of peer review, and of securing expert opinion and narratives. This has driven a growing interest in the use of research metrics, alongside qualitative inputs, in making allocation decisions.In just the same way as the changes leading to Science 2.0 are driven bottom-up, Elsevier believes that the most effective way to embed quantitative insights along the existing qualitative is by endorsing a community-built solution. We are bringing our technical expertise and global reach to bear to facilitate democratic initiatives. More than 650 people from around 60 countries attended the 1st International One Health Conference, held in Melbourne from 14 to 16 February 2011. Scientists, clinicians, government and community members from a range of disciplines came together to discuss the benefits of working together to promote a One Health approach to human, animal and environmental health. One Health embraces systems thinking and recognising the interdependence of people, animals and environment. The conference was hosted by the Commonwealth Scientific and Industrial Research Organisation (CSIRO) and was supported by international agencies, the Australian and Canadian governments, and industry.The Organising Committee recognised from the outset, the need to provide a forum not just for scientific presentation, but for open discussion and dialogue around the policy and political issues, as well as the science that drives the One Health agenda. The Committee was also cognizant of the need to embrace a definition of One Health that includes food security and food safety and included the social and economic pressures that shapes this area. The meeting was therefore organised under four themes with plenary sessions followed by breakout parallel sessions for each of these. The themes covered Disease Emergence, Environmental Drivers, Trade, Food Security and Food Safety, and Science Policy and Political Action. The plenary session commenced with one or two keynote presentations by world leaders on the topic being covered, followed by panel discussions involving six to eight experts and involving all participants at the congress. Each of the panel members spoke briefly on the topic covered by the keynote speaker and were asked to be as provocative as possible. The discussions that followed allowed debate and discussion on the keynote presentations and the panel members comments. This was followed by six to eight parallel breakout sessions involving in depth papers on the session’s topic. Throughout the conference at various times, sponsored sessions dealt with particular areas of science or policy providing a further framework not only to learn current science but for debate and discussion. The Congress stressed the need to promote the ‘do-able’ such as improving surveillance and response for emerging infectious diseases whilst developing the broader approach. AbstractThis article is an attempt to reconcile the requirements of the EU General Data Protection Regulation (GDPR) and anti-money laundering and combat terrorist financing (AML/CFT) instruments used in permissionless ecosystems based on distributed ledger technology (DLT). Usually, analysis is focused only on one of these regulations. Covering by this research the interplay between both regulations reveals their incoherencies in relation to permissionless DLT. The GDPR requirements force permissionless blockchain communities to use anonymization or, at the very least, strong pseudonymization technologies to ensure compliance of data processing with the GDPR. At the same time, instruments of global AML/CFT policy that are presently being implemented in many countries following the recommendations of the Financial Action Task Force, counteract the anonymity-enhanced technologies built into blockchain protocols. Solutions suggested in this article aim to induce the shaping of permissionless DLT-based networks in ways that at the same time would secure the protection of personal data according to the GDPR rules, while also addressing the money laundering and terrorist financing risks created by transactions in anonymous blockchain spaces or those with strong pseudonyms. Searching for new policy instruments is necessary to ensure that governments do not combat the development of all privacy-blockchains so as to enable a high level of privacy protection and GDPR-compliant data processing. This article indicates two AML/CFT tools which may be helpful for shaping privacy-blockchains that can enable the feasibility of such tools. The first tool is exceptional government access to transactional data written on non-transparent ledgers, obfuscated by advanced anonymization cryptography. The tool should be optional for networks as long as another effective AML/CFT measures are accessible for the intermediaries or for the government in relation to a given network. If these other measures are not available and the network does not grant exceptional access, the regulations should allow governments to combat the development of those networks. Effective tools in that scope should target the value of privacy-cryptocurrency, not its users. Such tools could include, as a tool of last resort, state attacks which would undermine the trust of the community in a specific network.

Abstract:

In August 2017, a white supremacist rally marketed as “Unite the Right” was held in Charlottesville, Virginia. In participation were members of the alt-right, including neo-nazis, white nationalists, neo-confederates, and other hate groups (Atkinson). The rally swiftly erupted in violence between white supremacists and counter protestors, culminating in the death of a counter-protester named Heather Heyer, who was struck by a car driven by white supremacist James Alex Fields, and leaving dozens injured. Terry McQuliffe, the Governor of Virginia, declared a state of emergency on August 12, and the world watched while white supremacists boldly marched in clothing emblazoned with symbols ranging from swastikas to a cartoon frog (Pepe), with flags featuring the nation of “Kekistan”, and carrying tiki torches chanting, “You Will Not Replace Us... Jews Will Not Replace Us”.The purpose of this essay is not, however, to examine the Internet symbols that circulated during the Unite the Right rally but rather to hone in on a specific moment that illustrates a key part of Internet culture that was often overlooked during analysis of the events that occurred during the riots: a documentary filmmaker, C. J. Hunt, was at the rally to record footage for a project on the removal of Confederate monuments. While there, he saw a rally-goer dressed in the white polo t-shirt and khaki pants uniform of the white nationalist group Vanguard America. The rally-goer, a young white man, was being chased by a counter-protester. He began to scream and beg for mercy, and even went as far as stripping off his clothing and denying that he really believed in any of the group’s ideology. In the recording by Hunt, who asks why he was there and why he was undressing, the young white man responded that shouting white power is “fun”, and that he was participating in the event because he, quote, “likes to be offensive” (Hunt).As Hunt notes in a piece for GQ reflecting on his experience at the rally, as soon as the man was cut off from his group and confronted, the runaway racist’s demeanor immediately changed when he had to face the consequences of his actions. Trolls often rely on the safety and anonymity of online forums and digital spaces where they are often free from having to face the consequences of their actions, and for the runaway racist, things became real very quickly when he was forced to own up to his hateful actions. In a way, many members of these movements seem to want politics without consequence for themselves, but with significant repercussions for others. Milo Yiannopoulos, a self-professed “master troll”, built an entire empire worth millions of dollars off of what the far-right defends as ironic hate speech and a form of politics without consequences reserved only for the privileged white men that gleefully engage in it. The runaway racist and Yiannopoulos are borne out of an Internet culture that is built on being offensive, on trolling, and “troll” itself being an aspirational label and identity, but also more importantly, a political aesthetic.In this essay, I argue that trolling itself has become a kind of political aesthetic and identity, and provide evidence via examples like hoaxes, harassment campaigns, and the use of memes to signal to certain online populations and extremist groups in violent attacks. First coined by Walter Benjamin in order to explain a fundamental component of using art to foster consent and compliance in fascist regimes, the term since then has evolved to encompass far more than just works of art. Benjamin’s original conception of the term is in regard to a creation of a spectacle that prevents the masses from recognizing their rights – in short, the aestheticization of politics is not just about the strategies of the fascist regimes themselves but says more about the subjects within them. In the time of Benjamin’s writing, the specific medium was mass propaganda through the newly emerging film industry and other forms of art (W. Benjamin). To Benjamin, these aesthetics served as tools of distracting to make fascism more palatable to the masses. Aesthetic tools of distraction serve an affective purpose, revealing the unhappy consciousness of neoreactionaries (Hui), and provide an outlet for their resentment.Since political aesthetics are concerned with how cultural products like art, film, and even clothing reflect political ideologies and beliefs (Sartwell; McManus; Miller-Idriss), the objects of analysis in this essay are part of the larger visual culture of the alt-right (Bogerts and Fielitz; Stanovsky). Indeed, aesthetic aspects of political systems shift their meaning over time, or are changed and redeployed with transformed effect (Sartwell). In this essay, I am applying the concept of the aestheticization of politics by analyzing how alt-right visual cultures deploy distraction and dissimulation to advance their political agenda through things like trolling campaigns and hoaxes. By analyzing these events, their use of memes, trolling techniques, and their influence on mainstream culture, what is revealed is the influence of trolling on political culture for the alt-right and how the alt-right then distracts the rest of the public (McManus).Who’s Afraid of the Big Bad Troll?Large scale analyses of disinformation and extremist content online tends to examine how certain actors are connected, what topics emerge and how these are connected across platforms, and the ways that disinformation campaigns operate in digital environments (Marwick and Lewis; Starbird; Benkler et al.). Masculine and white-coded technology gave rise to male-dominated digital spaces (R. Benjamin), with trolling often being an issue faced by non-normative users of the Internet and their communities (Benjamin; Lumsden and Morgan; Nakamura; Phillips, Oxygen). Creating a kind of unreality where it is difficult to parse out truth from lies, fiction from non-fiction, the troll creates cultural products, and by hiding behind irony and humor confuses onlookers and is removed from any kind of reasonable blame for their actions. Irony has long been a rhetorical strategy used in politics, and the alt right has been no exception (Weatherby), but for our current sociopolitical landscape, trolling is a political strategy that infuses irony into politics and identity.In the digital era, political memes and internet culture are pervasive components of the spread of hate speech and extremist ideology on digital platforms. Trolling is not an issue that exists in a vacuum – rather, trolls are a product of greater mainstream culture that encourages and allows their behaviors (Phillips, This Is Why; Fichman and Sanfilippo; Marwick and Lewis). Trolls, and meme culture in general, have often been pointed to as being part of the reason for the rise of Trump and fascist politics across the world in recent years (Greene; Lamerichs et al.; Hodge and Hallgrimsdottir; Glitsos and Hall). Although criticism has been expressed about how impactful memes were in the election of Donald Trump, political memes have had an impact on the ways that trolling went from anonymous jerks on forums to figures like Yiannapoulos who built entire careers off of trolling, creating empires of hate (Lang). These memes that are often absurd and incomprehensible to those who are not a part of the community that they come from aim to cheapen, trivialize, and mock social justice movements like Black Lives Matter, feminism, LGBTQ+ rights, and others.But the history of trolling online goes as far back as the Internet itself. “Trolling” is just a catch all term to describe online behaviors meant to antagonize, to disrupt online conversations, and to silence other users (Cole; Fichman and Sanfilippo). As more and more people started moving online and engaging in participatory culture, trolling continued to evolve from seemingly harmless jokes like the “Rick Roll” to targeted campaigns meant to harass women off of social media platforms (Lumsden and Morgan; Graham). Trolling behaviors are more than just an ugly part of the online experience, but are also a way for users to maintain the borders of their online community - it’s meant to drive away those who are perceived to be outsiders not just from the specific forum, but the Internet itself (Graham). With the rise of modern social media platforms, trolling itself is also a part of the political landscape, creating a “toxic counterpublic” that combines irony with a kind of earnestness to spread and inject their beliefs into mainstream political discourse (Greene). As a mode of information warfare, these subversive rhetorical strategies meant to contradict or reverse existing political and value systems have been used throughout history as a political tactic (Blackstock).The goal of trolling is not just to disrupt conversations, but to lead to chaos via confusion about the sincerity and meaning of messages and visuals, and rather than functioning as a politics of outrage (on the part of the adherents), it is a politics of being as outrageous as possible. As a part of larger meme culture, the aesthetics of trolls and their outrageous content manage to operate under the radar by being able to excuse their behaviors and rhetoric as just “trolling” or “joking”. This ambiguity points to trolling on the far right as a political strategy and identity to absolve them of blame or accusations of what their real intentions are. Calling them “trolls” hides the level of sophistication and vast levels of influence that they had on public opinion and discourse in the United States (Geltzer; Starks et al.; Marwick and Lewis). We no longer live in a world apart from the troll’s influence and immune from their toxic discourse – rather, we have long been under the bridge with them.Co-Opted SymbolsOne of the most well-known examples of trolling as a political aesthetic and tactic may be the OK hand sign used by the Christchurch shooter. The idea that the OK hand sign was a secretly white supremacist symbol started as a hoax on 4chan. The initial 2017 hoax purported that the hand sign was meant to stand for “White Power”, with the three fingers representing the W and the circle made with the index finger and thumb as the P (Anti-Defamation League, “Okay Hand Gesture”). The purpose of perpetuating the hoax was to demonstrate that (a) they were being watched and (b) that the mainstream media is stupid and gullible enough to believe this hoax. Meant to incite confusion and to act as a subversive strategy, the OK hand sign was then actually adopted by the alt-right as a sort of meme to not just perpetuate the hoax, but to signal belonging to the larger group (Allyn). Even though the Anti-Defamation League initially listed it as not being a hate symbol and pointed out the origins of the hoax (Anti-Defamation League, “No, the ‘OK’ Gesture Is Not a Hate Symbol”), they then switched their opinion when the OK hand sign was being flashed by white supremacists, showing up in photographs at political events, and other social media content. In fact, the OK hand sign is also a common element in pictures of Pepe the Frog, who is a sort of “alt right mascot” (Tait; Glitsos and Hall), but like the OK hand sign, Pepe the Frog did not start as an alt-right mascot and was co-opted by the alt-right as a mode of representation.The confusion around the actual meaning behind the hand symbol points to how the alt-right uses these modes of representation in ways that are simultaneously an inside joke and a real expression of their beliefs. For instance, the Christchurch shooter referenced a number of memes and other rhetoric typical of 4chan and 8chan communities in his video and manifesto (Quek). In the shooter’s manifesto and video, the vast amounts of content that point to the trolling and visual culture of the alt-right are striking – demonstrating how alt-right memes not only make this violent ideology accessible, but are cultural products meant to be disseminated and ultimately, result in some kind of action (DeCook).The creation and co-optation of symbols by the alt-right like the OK hand sign are not just memes, but a form of language created by extremists for extremists (Greene; Hodge and Hallgrimsdottir). The shooter’s choice of including this type of content in his manifesto as well as certain phrases in his live-streamed video indicate his level of knowledge of what needed to be done for his attack to get as much attention as possible – the 4chan troll is the modern-day bogeyman, and parts of the manifesto have been identified as intentional traps for the mainstream media (Lorenz).Thus, the Christchurch shooter and trolling culture are linked, but referring to the symbols in the manifesto as being a part of “trolling” culture misses the deeper purpose – chaos, through the outrage spectacle, is the intended goal, particularly by creating arguments about the nature and utility of online trolling behavior. The shooter encouraged other 8chan users to disseminate his posted manifesto as well as to share the video of the attack – and users responded by immortalizing the event in meme format. The memes created celebrated the shooter as a hero, and although Facebook did remove the initial livestream video, it was reuploaded to the platform 1.2 million times in the first 24 hours, attempting to saturate the online platform with so many uploads that it would cause confusion and be difficult to remove (Gramenz). Some users even created gifs or set the video to music from the Doom video game soundtrack – a video game where the player is a demon slayer in an apocalyptic world, further adding another layer of symbolism to the attack.These political aesthetics – spread through memes, gifs, and “fan videos” – are the perfect vehicles for disseminating extremist ideology because of what they allow the alt-right to do with them: hide behind them, covering up their intentions, all the while adopting them as signifiers for their movement. With the number of memes, symbols, and phrases posted in his manifesto and spoken aloud in his mainstream, perhaps the Christchurch shooter wanted the onus of the blame to fall on these message board communities and the video games and celebrities referenced – in effect, it was “designed to troll” (Lorenz). But, there is a kernel of truth in every meme, post, image, and comment – their memes are a part of their political aesthetic, thus implicit and explicit allusions to the inner workings of their ideology are present. Hiding behind hoaxes, irony, edginess, and trolling, members of the alt-right and other extremist Internet cultures then engage in a kind of subversion that allows them to avoid taking any responsibility for real and violent attacks that occur as a result of their discourse. Antagonizing the left, being offensive, and participating in this outrage spectacle to garner a response from news outlets, activists, and outsiders are all a part of the same package.Trolls and the Outrage SpectacleThe confusion and the chaos left behind by these kinds of trolling campaigns and hoaxes leave many to ask: How disingenuous is it? Is it meant for mere shock value or is it really reflective of the person’s beliefs? In terms of the theme of dissimulation for this special issue, what is the real intent, and under what pretenses should these kinds of trolling behaviors be understood? Returning to the protestor who claimed “I just like to be offensive”, the skepticism from onlookers still exists: why go so far as to join an alt-right rally, wearing the uniform of Identity Evropa (now the American Identity Movement), as a “joke”?Extremists hide behind humor and irony to cloud judgments from others, begging the question of can we have practice without belief? But, ultimately, practice and belief are intertwined – the regret of the Runaway Racist is not because he suddenly realized he did not “believe”, but rather was forced to face the consequences of his belief, something that he as a white man perhaps never really had to confront. The cultural reach of dissimulation, in particular hiding true intent behind the claim of “irony”, is vast - YouTuber Pewdiepie claimed his use of racial and anti-Semitic slurs and putting on an entire Ku Klux Klan uniform in the middle of a video were “accidental” only after considerable backlash (Picheta). It has to be noted, however, that Pewdiepie is referenced in the manifesto of the Christchurch shooter – specifically, the shooter yelled during his livestream “subscribe to Pewdiepie”, (Lorenz). Pewdiepie and many other trolls, once called out for their behavior, and regardless of their actual intent, double down on their claims of irony to distract from the reality of their behaviors and actions.The normalization of this kind of content in mainstream platforms like Twitter, YouTube, Facebook, and even Instagram show how 4chan and alt-right Internet culture has seeped out of its borders and exists everywhere online. This “coded irony” is not only enabled rhetorically due to irony’s slippery definition, but also digitally via these online media (Weatherby). The aesthetics of the troll are present in every single platform and are disseminated everywhere – memes are small cultural units meant to be passed on (Shifman), and although one can argue it was not memes alone that resulted in the rise of the alt-right and the election of Donald Trump, memes are a part of the larger puzzle of the political radicalization process. The role of the Internet in radicalization is so powerful and insidious because of the presentation of content – it is funny, edgy, ironic, offensive, and outrageous. But these behaviors and attitudes are not just appealing to some kind of adolescent-like desire to push boundaries of what is and is not socially acceptable and/or politically incorrect (Marwick and Lewis), and calling it such clouds people’s perceptions of their level of sophistication in shaping political discourse.Memes and the alt-right are a noted phenomenon, and these visual cultures created by trolls on message boards have aided in the rise of the current political situation worldwide (Hodge and Hallgrimsdottir). We are well in the midst of a type of warfare based on not weapons and bodies, but information and data - in which memes and other elements of the far right’s political aesthetic play an important role (Molander et al.; Prier; Bogerts and Fielitz). The rise of the online troll as a political player and the alt-right are merely the logical outcomes of these systems.ConclusionThe alt-right’s spread was possible because of the trolling cultures and aesthetics of dissimulation created in message boards that predate 4chan (Kitada). The memes and inflammatory statements made by them serve multiple purposes, ranging from an intention to incite outrage among non-members of the group to signal group belonging and identity. In some odd way, if people do not understand the content, the content actually speaks louder and, in more volumes, that it would if its intent was more straightforward – in their confusion, people give these trolling techniques more attention and amplification in their attempt to make sense of them. Through creating confusion, distraction, and uncertainty around the legitimacy of messages, hand signs, and even memes, the alt-right has elevated the aestheticization of politics to a degree that Walter Benjamin could perhaps not have predicted in his initial lament about the distracted masses of fascist regimes (McManus). The political dimensions of trolling and the cognitive uncertainty that it creates is a part of its goal. Dismissing trolls is no longer an option, but also regarding them as sinister political operatives may be overblowing their significance. Abstract:

Introduction The highly contagious COVID-19 virus has presented particularly difficult public policy challenges. The relatively late emergence of an effective treatments and vaccines, the structural stresses on health care systems, the lockdowns and the economic dislocations, the evident structural inequalities in effected societies, as well as the difficulty of prevention have tested social and political cohesion. Moreover, the intrusive nature of many prophylactic measures have led to individual liberty and human rights concerns. As noted by the Victorian (Australia) Ombudsman Report on the COVID-19 lockdown in Melbourne, we may be tempted, during a crisis, to view human rights as expendable in the pursuit of saving human lives. This thinking can lead to dangerous territory. It is not unlawful to curtail fundamental rights and freedoms when there are compelling reasons for doing so; human rights are inherently and inseparably a consideration of human lives. (5) These difficulties have raised issues about the importance of social or community capital in fighting the pandemic. This article discusses the impacts of social and community capital and other factors on the governmental efforts to combat the spread of infectious disease through the maintenance of social distancing and household ‘bubbles’. It argues that the beneficial effects of social and community capital towards fighting the pandemic, such as mutual respect and empathy, which underpins such public health measures as social distancing, the use of personal protective equipment, and lockdowns in the USA, have been undermined as preventive measures because they have been transmogrified to become a salient aspect of the “culture wars” (Peters). In contrast, states that have relatively lower social capital such a China have been able to more effectively arrest transmission of the disease because the government was been able to generate and personify a nationalist response to the virus and thus generate a more robust social consensus regarding the efforts to combat the disease. Social Capital and Culture Wars The response to COVID-19 required individuals, families, communities, and other types of groups to refrain from extensive interaction – to stay in their bubble. In these situations, especially given the asymptomatic nature of many COVID-19 infections and the serious imposition lockdowns and social distancing and isolation, the temptation for individuals to breach public health rules in high. From the perspective of policymakers, the response to fighting COVID-19 is a collective action problem. In studying collective action problems, scholars have paid much attention on the role of social and community capital (Ostrom and Ahn 17-35). Ostrom and Ahn comment that social capital “provides a synthesizing approach to how cultural, social, and institutional aspects of communities of various sizes jointly affect their capacity of dealing with collective-action problems” (24). Social capital is regarded as an evolving social type of cultural trait (f*ckuyama; Guiso et al.). Adger argues that social capital “captures the nature of social relations” and “provides an explanation for how individuals use their relationships to other actors in societies for their own and for the collective good” (387). The most frequently used definition of social capital is the one proffered by Putnam who regards it as “features of social organization, such as networks, norms and social trust that facilitate coordination and cooperation for mutual benefit” (Putnam, “Bowling Alone” 65). All these studies suggest that social and community capital has at least two elements: “objective associations” and subjective ties among individuals. Objective associations, or social networks, refer to both formal and informal associations that are formed and engaged in on a voluntary basis by individuals and social groups. Subjective ties or norms, on the other hand, primarily stand for trust and reciprocity (Paxton). High levels of social capital have generally been associated with democratic politics and civil societies whose institutional performance benefits from the coordinated actions and civic culture that has been facilitated by high levels of social capital (Putnam, Democracy 167-9). Alternatively, a “good and fair” state and impartial institutions are important factors in generating and preserving high levels of social capital (Offe 42-87). Yet social capital is not limited to democratic civil societies and research is mixed on whether rising social capital manifests itself in a more vigorous civil society that in turn leads to democratising impulses. Castillo argues that various trust levels for institutions that reinforce submission, hierarchy, and cultural conservatism can be high in authoritarian governments, indicating that high levels of social capital do not necessarily lead to democratic civic societies (Castillo et al.). Roßteutscher concludes after a survey of social capita indicators in authoritarian states that social capital has little effect of democratisation and may in fact reinforce authoritarian rule: in nondemocratic contexts, however, it appears to throw a spanner in the works of democratization. Trust increases the stability of nondemocratic leaderships by generating popular support, by suppressing regime threatening forms of protest activity, and by nourishing undemocratic ideals concerning governance (752). In China, there has been ongoing debate concerning the presence of civil society and the level of social capital found across Chinese society. If one defines civil society as an intermediate associational realm between the state and the family, populated by autonomous organisations which are separate from the state that are formed voluntarily by members of society to protect or extend their interests or values, it is arguable that the PRC had a significant civil society or social capital in the first few decades after its establishment (White). However, most scholars agree that nascent civil society as well as a more salient social and community capital has emerged in China’s reform era. This was evident after the 2008 Sichuan earthquake, where the government welcomed community organising and community-driven donation campaigns for a limited period of time, giving the NGO sector and bottom-up social activism a boost, as evidenced in various policy areas such as disaster relief and rural community development (F. Wu 126; Xu 9). Nevertheless, the CCP and the Chinese state have been effective in maintaining significant control over civil society and autonomous groups without attempting to completely eliminate their autonomy or existence. The dramatic economic and social changes that have occurred since the 1978 Opening have unsurprisingly engendered numerous conflicts across the society. In response, the CCP and State have adjusted political economic policies to meet the changing demands of workers, migrants, the unemployed, minorities, farmers, local artisans, entrepreneurs, and the growing middle class. Often the demands arising from these groups have resulted in policy changes, including compensation. In other circ*mstances, where these groups remain dissatisfied, the government will tolerate them (ignore them but allow them to continue in the advocacy), or, when the need arises, supress the disaffected groups (F. Wu 2). At the same time, social organisations and other groups in civil society have often “refrained from open and broad contestation against the regime”, thereby gaining the space and autonomy to achieve the objectives (F. Wu 2). Studies of Chinese social or community capital suggest that a form of modern social capital has gradually emerged as Chinese society has become increasingly modernised and liberalised (despite being non-democratic), and that this social capital has begun to play an important role in shaping social and economic lives at the local level. However, this more modern form of social capital, arising from developmental and social changes, competes with traditional social values and social capital, which stresses parochial and particularistic feelings among known individuals while modern social capital emphasises general trust and reciprocal feelings among both known and unknown individuals. The objective element of these traditional values are those government-sanctioned, formal mass organisations such as Communist Youth and the All-China Federation of Women's Associations, where members are obliged to obey the organisation leadership. The predominant subjective values are parochial and particularistic feelings among individuals who know one another, such as guanxi and zongzu (Chen and Lu, 426). The concept of social capital emphasises that the underlying cooperative values found in individuals and groups within a culture are an important factor in solving collective problems. In contrast, the notion of “culture war” focusses on those values and differences that divide social and cultural groups. Barry defines culture wars as increases in volatility, expansion of polarisation, and conflict between those who are passionate about religiously motivated politics, traditional morality, and anti-intellectualism, and…those who embrace progressive politics, cultural openness, and scientific and modernist orientations. (90) The contemporary culture wars across the world manifest opposition by various groups in society who hold divergent worldviews and ideological positions. Proponents of culture war understand various issues as part of a broader set of religious, political, and moral/normative positions invoked in opposition to “elite”, “liberal”, or “left” ideologies. Within this Manichean universe opposition to such issues as climate change, Black Lives Matter, same sex rights, prison reform, gun control, and immigration becomes framed in binary terms, and infused with a moral sensibility (Chapman 8-10). In many disputes, the culture war often devolves into an epistemological dispute about the efficacy of scientific knowledge and authority, or a dispute between “practical” and theoretical knowledge. In this environment, even facts can become partisan narratives. For these “cultural” disputes are often how electoral prospects (generally right-wing) are advanced; “not through policies or promises of a better life, but by fostering a sense of threat, a fantasy that something profoundly pure … is constantly at risk of extinction” (Malik). This “zero-sum” social and policy environment that makes it difficult to compromise and has serious consequences for social stability or government policy, especially in a liberal democratic society. Of course, from the perspective of cultural materialism such a reductionist approach to culture and political and social values is not unexpected. “Culture” is one of the many arenas in which dominant social groups seek to express and reproduce their interests and preferences. “Culture” from this sense is “material” and is ultimately connected to the distribution of power, wealth, and resources in society. As such, the various policy areas that are understood as part of the “culture wars” are another domain where various dominant and subordinate groups and interests engaged in conflict express their values and goals. Yet it is unexpected that despite the pervasiveness of information available to individuals the pool of information consumed by individuals who view the “culture wars” as a touchstone for political behaviour and a narrative to categorise events and facts is relatively closed. This lack of balance has been magnified by social media algorithms, conspiracy-laced talk radio, and a media ecosystem that frames and discusses issues in a manner that elides into an easily understood “culture war” narrative. From this perspective, the groups (generally right-wing or traditionalist) exist within an information bubble that reinforces political, social, and cultural predilections. American and Chinese Reponses to COVID-19 The COVID-19 pandemic first broke out in Wuhan in December 2019. Initially unprepared and unwilling to accept the seriousness of the infection, the Chinese government regrouped from early mistakes and essentially controlled transmission in about three months. This positive outcome has been messaged as an exposition of the superiority of the Chinese governmental system and society both domestically and internationally; a positive, even heroic performance that evidences the populist credentials of the Chinese political leadership and demonstrates national excellence. The recently published White Paper entitled “Fighting COVID-19: China in Action” also summarises China’s “strategic achievement” in the simple language of numbers: in a month, the rising spread was contained; in two months, the daily case increase fell to single digits; and in three months, a “decisive victory” was secured in Wuhan City and Hubei Province (Xinhua). This clear articulation of the positive results has rallied political support. Indeed, a recent survey shows that 89 percent of citizens are satisfied with the government’s information dissemination during the pandemic (C Wu). As part of the effort, the government extensively promoted the provision of “political goods”, such as law and order, national unity and pride, and shared values. For example, severe publishments were introduced for violence against medical professionals and police, producing and selling counterfeit medications, raising commodity prices, spreading ‘rumours’, and being uncooperative with quarantine measures (Xu). Additionally, as an extension the popular anti-corruption campaign, many local political leaders were disciplined or received criminal charges for inappropriate behaviour, abuse of power, and corruption during the pandemic (People.cn, 2 Feb. 2020). Chinese state media also described fighting the virus as a global “competition”. In this competition a nation’s “material power” as well as “mental strength”, that calls for the highest level of nation unity and patriotism, is put to the test. This discourse recalled the global competition in light of the national mythology related to the formation of Chinese nation, the historical “hardship”, and the “heroic Chinese people” (People.cn, 7 Apr. 2020). Moreover, as the threat of infection receded, it was emphasised that China “won this competition” and the Chinese people have demonstrated the “great spirit of China” to the world: a result built upon the “heroism of the whole Party, Army, and Chinese people from all ethnic groups” (People.cn, 7 Apr. 2020). In contrast to the Chinese approach of emphasising national public goods as a justification for fighting the virus, the U.S. Trump Administration used nationalism, deflection, and “culture war” discourse to undermine health responses — an unprecedented response in American public health policy. The seriousness of the disease as well as the statistical evidence of its course through the American population was disputed. The President and various supporters raged against the COVID-19 “hoax”, social distancing, and lockdowns, disparaged public health institutions and advice, and encouraged protesters to “liberate” locked-down states (Russonello). “Our federal overlords say ‘no singing’ and ‘no shouting’ on Thanksgiving”, Representative Paul Gosar, a Republican of Arizona, wrote as he retweeted a Centers for Disease Control list of Thanksgiving safety tips (Weiner). People were encouraged, by way of the White House and Republican leadership, to ignore health regulations and not to comply with social distancing measures and the wearing of masks (Tracy). This encouragement led to threats against proponents of face masks such as Dr Anthony Fauci, one of the nation’s foremost experts on infectious diseases, who required bodyguards because of the many threats on his life. Fauci’s critics — including President Trump — countered Fauci’s promotion of mask wearing by stating accusingly that he once said mask-wearing was not necessary for ordinary people (Kelly). Conspiracy theories as to the safety of vaccinations also grew across the course of the year. As the 2020 election approached, the Administration ramped up efforts to downplay the serious of the virus by identifying it with “the media” and illegitimate “partisan” efforts to undermine the Trump presidency. It also ramped up its criticism of China as the source of the infection. This political self-centeredness undermined state and federal efforts to slow transmission (Shear et al.). At the same time, Trump chided health officials for moving too slowly on vaccine approvals, repeated charges that high infection rates were due to increased testing, and argued that COVID-19 deaths were exaggerated by medical providers for political and financial reasons. These claims were amplified by various conservative media personalities such as Rush Limbaugh, and Sean Hannity and Laura Ingraham of Fox News. The result of this “COVID-19 Denialism” and the alternative narrative of COVID-19 policy told through the lens of culture war has resulted in the United States having the highest number of COVID-19 cases, and the highest number of COVID-19 deaths. At the same time, the underlying social consensus and social capital that have historically assisted in generating positive public health outcomes has been significantly eroded. According to the Pew Research Center, the share of U.S. adults who say public health officials such as those at the Centers for Disease Control and Prevention are doing an excellent or good job responding to the outbreak decreased from 79% in March to 63% in August, with an especially sharp decrease among Republicans (Pew Research Center 2020). Social Capital and COVID-19 From the perspective of social or community capital, it could be expected that the American response to the Pandemic would be more effective than the Chinese response. Historically, the United States has had high levels of social capital, a highly developed public health system, and strong governmental capacity. In contrast, China has a relatively high level of governmental and public health capacity, but the level of social capital has been lower and there is a significant presence of traditional values which emphasise parochial and particularistic values. Moreover, the antecedent institutions of social capital, such as weak and inefficient formal institutions (Batjargal et al.), environmental turbulence and resource scarcity along with the transactional nature of guanxi (gift-giving and information exchange and relationship dependence) militate against finding a more effective social and community response to the public health emergency. Yet China’s response has been significantly more successful than the Unites States’. Paradoxically, the American response under the Trump Administration and the Chinese response both relied on an externalisation of the both the threat and the justifications for their particular response. In the American case, President Trump, while downplaying the seriousness of the virus, consistently called it the “China virus” in an effort to deflect responsibly as well as a means to avert attention away from the public health impacts. As recently as 3 January 2021, Trump tweeted that the number of “China Virus” cases and deaths in the U.S. were “far exaggerated”, while critically citing the Centers for Disease Control and Prevention's methodology: “When in doubt, call it COVID-19. Fake News!” (Bacon). The Chinese Government, meanwhile, has pursued a more aggressive foreign policy across the South China Sea, on the frontier in the Indian sub-continent, and against states such as Australia who have criticised the initial Chinese response to COVID-19. To this international criticism, the government reiterated its sovereign rights and emphasised its “victimhood” in the face of “anti-China” foreign forces. Chinese state media also highlighted China as “victim” of the coronavirus, but also as a target of Western “political manoeuvres” when investigating the beginning stages of the pandemic. The major difference, however, is that public health policy in the United States was superimposed on other more fundamental political and cultural cleavages, and part of this externalisation process included the assignation of “otherness” and demonisation of internal political opponents or characterising political opponents as bent on destroying the United States. This assignation of “otherness” to various internal groups is a crucial element in the culture wars. While this may have been inevitable given the increasingly frayed nature of American society post-2008, such a characterisation has been activity pushed by local, state, and national leadership in the Republican Party and the Trump Administration (Vogel et al.). In such circ*mstances, minimising health risks and highlighting civil rights concerns due to public health measures, along with assigning blame to the democratic opposition and foreign states such as China, can have a major impact of public health responses. The result has been that social trust beyond the bubble of one’s immediate circle or those who share similar beliefs is seriously compromised — and the collective action problem presented by COVID-19 remains unsolved. Daniel Aldrich’s study of disasters in Japan, India, and US demonstrates that pre-existing high levels of social capital would lead to stronger resilience and better recovery (Aldrich). Social capital helps coordinate resources and facilitate the reconstruction collectively and therefore would lead to better recovery (Alesch et al.). Yet there has not been much research on how the pool of social capital first came about and how a disaster may affect the creation and store of social capital. Rebecca Solnit has examined five major disasters and describes that after these events, survivors would reach out and work together to confront the challenges they face, therefore increasing the social capital in the community (Solnit). However, there are studies that have concluded that major disasters can damage the social fabric in local communities (Peaco*ck et al.). The COVID-19 epidemic does not have the intensity and suddenness of other disasters but has had significant knock-on effects in increasing or decreasing social capital, depending on the institutional and social responses to the pandemic. In China, it appears that the positive social capital effects have been partially subsumed into a more generalised patriotic or nationalist affirmation of the government’s policy response. Unlike civil society responses to earlier crises, such as the 2008 Sichuan earthquake, there is less evidence of widespread community organisation and response to combat the epidemic at its initial stages. This suggests better institutional responses to the crisis by the government, but also a high degree of porosity between civil society and a national “imagined community” represented by the national state. The result has been an increased legitimacy for the Chinese government. Alternatively, in the United States the transformation of COVID-19 public health policy into a culture war issue has seriously impeded efforts to combat the epidemic in the short term by undermining the social consensus and social capital necessary to fight such a pandemic. Trust in American institutions is historically low, and President Trump’s untrue contention that President Biden’s election was due to “fraud” has further undermined the legitimacy of the American government, as evidenced by the attacks directed at Congress in the U.S. capital on 6 January 2021. As such, the lingering effects the pandemic will have on social, economic, and political institutions will likely reinforce the deep cultural and political cleavages and weaken interpersonal networks in American society. Conclusion The COVID-19 pandemic has devastated global public health and impacted deeply on the world economy. Unsurprisingly, given the serious economic, social, and political consequences, different government responses have been highly politicised. Various quarantine and infection case tracking methods have caused concern over state power intruding into private spheres. The usage of face masks, social distancing rules, and intra-state travel restrictions have aroused passionate debate over public health restrictions, individual liberty, and human rights. Yet underlying public health responses grounded in higher levels of social capital enhance the effectiveness of public health measures. In China, a country that has generally been associated with lower social capital, it is likely that the relatively strong policy response to COVID-19 will both enhance feelings of nationalism and Chinese exceptionalism and help create and increase the store of social capital. In the United States, the attribution of COVID-19 public health policy as part of the culture wars will continue to impede efforts to control the pandemic while further damaging the store of American community social capital that has assisted public health efforts over the past decades. Abstract:

Introduction This article situates the dark as a liminal and creative space of experimentation where tensions are generative and people tinker with emerging technologies to create alternative futures. Darkness need not mean chaos and fear of violence – it can mean privacy and protection. We define dark as an experimental space based upon uncertainties rather than computational knowns (Bridle) and then demonstrate via a case study of cryptocurrencies the contribution of dark and liminal social spaces to future(s)-making. Cryptocurrencies are digital cash systems that use decentralised (peer-to-peer) networking to enable irreversible payments (Maurer, Nelms, and Swartz). Cryptocurrencies are often clones or variations on the ‘original’ Bitcoin payment systems protocol (Trump et al.) that was shared with the cryptographic community through a pseudonymous and still unknown author(s) (Nakamoto), creating a founder mystery. Due to the open creation process, a new cryptocurrency is relatively easy to make. However, many of them are based on speculative bubbles that mirror Bitcoin, Ethereum, and ICOs’ wealth creation. Examples of cryptocurrencies now largely used for speculation due to their volatility in holding value are rampant, with online clearing houses competing to trade hundreds of different assets from AAVE to ZIL. Many of these altcoins have little to no following or trading volume, leading to their obsolescence. Others enjoy immense popularity among dedicated communities of backers and investors. Consequently, while many cryptocurrency experiments fail or lack adoption and drop from the purview of history, their constant variation also contributes to the undertow of the future that pulls against more visible surface waves of computational progress. The article is structured to first define how we understand and leverage ‘dark’ against computational cultures. We then apply thematic and analytical tactics to articulate future-making socio-technical experiments in the dark. Based on past empirical work of the authors (Maddox "Netnography") we focus on crypto-cultures’ complex emancipatory and normative tensions via themes of construction, disruption, contention, redirection, obsolescence, and iteration. Through these themes we illustrate the mutation and absorption of dark experimental spaces into larger social structures. The themes we identify are not meant as a complete or necessarily serial set of occurrences, but nonetheless contribute a new vocabulary for students of technology and media to see into and grapple with the dark. Embracing the Dark: Prework & Analytical Tactics for Outside the Known To frame discussion of the dark here as creative space for alternative futures, we focus on scholars who have deeply engaged with notions of socio-technical darkness. This allows us to explore outside the blinders of computational light and, with a nod to Sassen, dig in the shadows of known categories to evolve the analytical tactics required for the study of emerging socio-technical conditions. We understand the Dark Web to usher shifting and multiple definitions of darkness, from a moral darkness to a technical one (Gehl). From this work, we draw the observation of how technologies that obfuscate digital tracking create novel capacities for digital cultures in spaces defined by anonymity for both publisher and user. Darknets accomplish this by overlaying open internet protocols (e.g. TCP/IP) with non-standard protocols that encrypt and anonymise information (Pace). Pace traces concepts of darknets to networks in the 1970s that were 'insulated’ from the internet’s predecessor ARPANET by air gap, and then reemerged as software protocols similarly insulated from cultural norms around intellectual property. ‘Darknets’ can also be considered in ternary as opposed to binary terms (Gehl and McKelvey) that push to make private that which is supposed to be public infrastructure, and push private platforms (e.g. a Personal Computer) to make public networks via common bandwidth. In this way, darknets feed new possibilities of communication from both common infrastructures and individual’s platforms. Enabling new potentials of community online and out of sight serves to signal what the dark accomplishes for the social when measured against an otherwise unending light of computational society. To this point, a new dark age can be welcomed insofar it allows an undecided future outside of computational logics that continually define and refine the possible and probable (Bridle). This argument takes von Neumann’s 1945 declaration that “all stable processes we shall predict. All unstable processes we shall control” (in Bridle 21) as a founding statement for computational thought and indicative of current society. The hope expressed by Bridle is not an absence of knowledge, but an absence of knowing the future. Past the computational prison of total information awareness within an accelerating information age (Castells) is the promise of new formations of as yet unknowable life. Thus, from Bridle’s perspective, and ours, darkness can be a place of freedom and possibility, where the equality of being in the dark, together, is not as threatening as current privileged ways of thinking would suggest (Bridle 15). The consequences of living in a constant glaring light lead to data hierarchies “leaching” (Bridle) into everything, including social relationships, where our data are relationalised while our relations are datafied (Maddox and Heemsbergen) by enforcing computational thinking upon them. Darkness becomes a refuge that acknowledges the power of unknowing, and a return to potential for social, equitable, and reciprocal relations. This is not to say that we envision a utopian life without the shadow of hierarchy, but rather an encouragement to dig into those shadows made visible only by the brightest of lights. The idea of digging in the shadows is borrowed from Saskia Sassen, who asks us to consider the ‘master categories’ that blind us to alternatives. According to Sassen (402), while master categories have the power to illuminate, their blinding power keeps us from seeing other presences in the landscape: “they produce, then, a vast penumbra around that center of light. It is in that penumbra that we need to go digging”. We see darkness in the age of digital ubiquity as rejecting the blinding ‘master category’ of computational thought. Computational thought defines social/economic/political life via what is static enough to predict or unstable enough to render a need to control. Otherwise, the observable, computable, knowable, and possible all follow in line. Our dig in the shadows posits a penumbra of protocols – both of computational code and human practice – that circle the blinding light of known digital communications. We use the remainder of this short article to describe these themes found in the dark that offer new ways to understand the movements and moments of potential futures that remain largely unseen. Thematic Resonances in the Dark This section considers cryptocultures of the dark. We build from a thematic vocabulary that has been previously introduced from empirical examples of the crypto-market communities which tinker with and through the darkness provided by encryption and privacy technologies (Maddox "Netnography"). Here we refine these future-making themes through their application to events surrounding community-generated technology aimed at disrupting centralised banking systems: cryptocurrencies (Maddox, Singh, et al.). Given the overlaps in collective values and technologies between crypto-communities, we find it useful to test the relevance of these themes to the experimental dynamics surrounding cryptocurrencies. We unpack these dynamics as construction, rupture and disruption, redirection, and the flip-sided relationship between obsolescence and iteration leading to mutation and absorption. This section provides a working example for how these themes adapt in application to a community dwelling at the edge of experimental technological possibilities. The theme of construction is both a beginning and a materialisation of a value field. It originates within the cyberlibertarians’ ideological stance towards using technological innovations to ‘create a new world in the shell of the old’ (van de Sande) which has been previously expressed through the concept of constructive activism (Maddox, Barratt, et al.). This libertarian ideology is also to be found in the early cultures that gave rise to cryptocurrencies. Through their interest in the potential of cryptography technologies related to social and political change, the Cypherpunks mailing list formed in 1992 (Swartz). The socio-cultural field surrounding cryptocurrencies, however, has always consisted of a diverse ecosystem of vested interests building collaborations from “goldbugs, hippies, anarchists, cyberpunks, cryptographers, payment systems experts, currency activists, commodity traders, and the curious” (Maurer, Nelms, and Swartz 262). Through the theme of construction we can consider architectures of collaboration, cooperation, and coordination developed by technically savvy populations. Cryptocurrencies are often developed as code by teams who build in mechanisms for issuance (e.g. ‘mining’) and other controls (Conway). Thus, construction and making of cryptocurrencies tend to be collective yet decentralised. Cryptocurrencies arose during a time of increasing levels of distrust in governments and global financial instability from the Global Financial Crisis (2008-2013), whilst gaining traction through their usefulness in engaging in illicit trade (Saiedi, Broström, and Ruiz). It was through this rupture in the certainties of ‘the old system’ that this technology, and the community developing it, sought to disrupt the financial system (Maddox, Singh, et al.; Nelms et al.). Here we see the utility of the second theme of rupture and disruption to illustrate creative experimentation in the liminal and emergent spaces cryptocurrencies afford. While current crypto crazes (e.g. NFTs, ICOs) have their detractors, Cohen suggests, somewhat ironically, that the momentum for change of the crypto current was “driven by the grassroots, and technologically empowered, movement to confront the ills perceived to be powered and exacerbated by market-based capitalism, such as climate change and income inequality” (Cohen 739). Here we can start to envision how subterranean currents that emerge from creative experimentations in the dark impact global social forces in multifaceted ways – even as they are dragged into the light. Within a disrupted environment characterised by rupture, contention and redirection is rife (Maddox "Disrupting"). Contention and redirection illustrate how competing agendas bump and grind to create a generative tension around a deep collective desire for social change. Contention often emerges within an environment of hacks and scams, of which there are many stories in the cryptocurrency world (see Bartlett for an example of OneCoin, for instance; Kavanagh, Miscione, and Ennis). Other aspects of contention emerge around how the technology works to produce (mint) cryptocurrencies, including concern over the environmental impact of producing cryptocurrencies (Goodkind, Jones, and Berrens) and the production of non-fungible tokens for the sale of digital assets (Howson). Contention also arises through the gendered social dynamics of brogramming culture skewing inclusive and diverse engagement (Bowles). Shifting from the ideal of inclusion to the actual practice of crypto-communities begs the question of whose futures are being made. Contention and redirections are also evidenced by ‘hard forks’ in cryptocurrency. The founder mystery resulted in the gifting of this technology to a decentralised and leaderless community, materialised through the distributed consensus processes to approve software updates to a cryptocurrency. This consensus system consequently holds within it the seeds for governance failures (Trump et al.), the first of which occurred with the ‘hard forking’ of Bitcoin into Bitcoin cash in 2017 (Webb). Hard forks occur when developers and miners no longer agree on a proposed change to the software: one group upgraded to the new software while the others operated on the old rules. The resulting two separate blockchains and digital currencies concretised the tensions and disagreements within the community. This forking resulted initially in a shock to the market value of, and trust in, the Bitcoin network, and the dilution of adoption networks across the two cryptocurrencies. The ongoing hard forks of Bitcoin Cash illustrate the continued contention occurring within the community as crypto-personalities pit against each other (Hankin; Li). As these examples show, not all experiments in cryptocurrencies are successful; some become obsolete through iteration (Arnold). Iteration engenders mutations in the cultural framing of socio-technical experiments. These mutations of meaning and signification then facilitate their absorption into novel futures, showing the ternary nature of how what happens in the dark works with what is known by the light. As a rhetorical device, cryptocurrencies have been referred to as a currency (a payment system) or a commodity (an investment or speculation vehicle; Nelms et al. 21). However, new potential applications for the underlying technologies continue emerge. For example, Ethereum, the second-most dominant cryptocurrency after Bitcoin, now offers smart contract technology (decentralised autonomous organisations, DAO; Kavanagh, Miscione, and Ennis) and is iterating technology to dramatically reduce the energy consumption required to mine and mint the non-fungible tokens (NFTs) associated with crypto art (Wintermeyer). Here we can see how these rhetorical framings may represent iterative shifts and meaning-mutation that is as pragmatic as it is cultural. While we have considered here the themes of obsolescence and iteration threaded through the technological differentiations amongst cryptocurrencies, what should we make of these rhetorical or cultural mutations? This cultural mutation, we argue, can be seen most clearly in the resurgence of Dogecoin. Dogecoin is a cryptocurrency launched in 2013 that takes its name and logo from a Shiba Inu meme that was popular several years ago (Potts and Berg). We can consider Dogecoin as a playful infrastructure (Rennie) and cultural product that was initially designed to provide a low bar for entry into the market. Its affordability is kept in place by the ability for miners to mint an unlimited number of coins. Dogecoin had a large resurgence of value and interest just after the meme-centric Reddit community Wallstreetbets managed to drive the share price of video game retailer GameStop to gain 1,500% (Potts and Berg). In this instance we see the mutation of a cryptocurrency into memecoin, or cultural product, for which the value is a prism to the wild fluctuations of internet culture itself, linking cultural bubbles to financial ones. In this case, technologies iterated in the dark mutated and surfaced as cultural bubbles through playful infrastructures that intersected with financial systems. The story of dogecoin articulates how cultural mutation articulates the absorption of emerging techno-potentials into larger structures. Conclusion From creative experiments digging in the dark shadows of global socio-economic forces, we can see how the future is formed beneath the surface of computational light. Yet as we write, cryptocurrencies are being absorbed by centralising and powerful entities to integrate them into global economies. Examples of large institutions hoarding Bitcoin include the crypto-counterbalancing between the Chinese state through its digital currency DCEP (Vincent) and Facebook through the Libra project. Vincent observes that the state-backed DCEP project is the antithesis of the decentralised community agenda for cryptocurrencies to enact the separation of state and money. Meanwhile, Facebook’s centralised computational control of platforms used by 2.8 billion humans provide a similarly perverse addition to cryptocurrency cultures. The penumbra fades as computational logic shifts its gaze. Our thematic exploration of cryptocurrencies highlights that it is only in their emergent forms that such radical creative experiments can dwell in the dark. They do not stay in the dark forever, as their absorption into larger systems becomes part of the future-making process. The cold, inextricable, and always impending computational logic of the current age suffocates creative experimentations that flourish in the dark. Abstract:

IntroductionRegional identity is a constant construction, in which landscape, human activity and cultural imaginary build a narrative of place. For the Tasmanian Midlands, the interactions between history, ecology and agriculture both define place and present problems in how to recognise, communicate and balance these interactions. In this sense, regionality is defined not so much as a relation of margin to centre, but as a specific accretion of environmental and cultural histories. According weight to more-than-human perspectives, a region can be seen as a constellation of plant, animal and human interactions and demands, where creative art and design can make space and give voice to the dynamics of exchange between the landscape and its inhabitants. Consideration of three recent art and design projects based in the Midlands reveal the potential for cross-disciplinary research, embedded in both environment and community, to create distinctive and specific forms of connectivity that articulate a regional identify.The Tasmanian Midlands have been identified as a biodiversity hotspot (Australian Government), with a long history of Aboriginal cultural management disrupted by colonial invasion. Recent archaeological work in the Midlands, including the Kerry Lodge Archaeology and Art Project, has focused on the use of convict labour during the nineteenth century in opening up the Midlands for settler agriculture and transport. Now, the Midlands are placed under increasing pressure by changing agricultural practices such as large-scale irrigation. At the same time as this intensification of agricultural activity, significant progress has been made in protecting, preserving and restoring endemic ecologies. This progress has come through non-government conservation organisations, especially Greening Australia and their program Tasmanian Island Ark, and private landowners placing land under conservation covenants. These pressures and conservation activities give rise to research opportunities in the biological sciences, but also pose challenges in communicating the value of conservation and research outcomes to a wider public. The Species Hotel project, beginning in 2016, engaged with the aims of restoration ecology through speculative design while The Marathon Project, a multi-year curatorial art project based on a single property that contains both conservation and commercially farmed zones.This article questions the role of regionality in these three interconnected projects—Kerry Lodge, Species Hotel, and Marathon—sited in the Tasmanian Midlands: the three projects share a concern with the specificities of the region through engagement with specifics sites and their histories and ecologies, while also acknowledging the forces that shape these sites as far more mobile and global in scope. It also considers the interdisciplinary nature of these projects, in the crossover of art and design with ecological, archaeological and agricultural practices of measuring and intervening in the land, where communication and interpretation may be in tension with functionality. These projects suggest ways of working that connect the ecological and the cultural spheres; importantly, they see rural locations as sites of knowledge production; they test the value of small-scale and ephemeral interventions to explore the place of art and design as intervention within colonised landscape.Regions are also defined by overlapping circles of control, interest, and authority. We test the claim that these projects, which operate through cross-disciplinary collaboration and network with a range of stakeholders and community groups, successfully benefit the region in which they are placed. We are particularly interested in the challenges of working across institutions which both claim and enact connections to the region without being centred there. These projects are initiatives resulting from, or in collaboration with, University of Tasmania, an institution that has taken a recent turn towards explicitly identifying as place-based yet the placement of the Midlands as the gap between campuses risks attenuating the institution’s claim to be of this place. Paul Carter, in his discussion of a regional, site-specific collaboration in Alice Springs, flags how processes of creative place-making—operating through mythopoetic and story-based strategies—requires a concrete rather than imagined community that actively engages a plurality of voices on the ground. We identify similar concerns in these art and design projects and argue that iterative and long-term creative projects enable a deeper grappling with the complexities of shared regional place-making. The Midlands is aptly named: as a region, it is defined by its geographical constraints and relationships to urban centres. Heading south from the northern city of Launceston, travellers on the Midland Highway see scores of farming properties networking continuously for around 175 kilometres south to the outskirts of Brighton, the last major township before the Tasmanian capital city of Hobart. The town of Ross straddles latitude 42 degrees south—a line that has historically divided Tasmania into the divisions of North and South. The region is characterised by extensive agricultural usage and small remnant patches of relatively open dry sclerophyll forest and lowland grassland enabled by its lower attitude and relatively flatter terrain. The Midlands sit between the mountainous central highlands of the Great Western Tiers and the Eastern Tiers, a continuous range of dolerite hills lying south of Ben Lomond that slope coastward to the Tasman Sea. This area stretches far beyond the view of the main highway, reaching east in the Deddington and Fingal valleys. Campbell Town is the primary stopping point for travellers, superseding the bypassed towns, which have faced problems with lowering population and resulting loss of facilities.Image 1: Southern Midland Landscape, Ross, Tasmania, 2018. Image Credit: Patrick Sutczak.Predominantly under private ownership, the Tasmanian Midlands are a contested and fractured landscape existing in a state of ecological tension that has occurred with the dominance of western agriculture. For over 200 years, farmers have continually shaped the land and carved it up into small fragments for different agricultural agendas, and this has resulted in significant endemic species decline (Mitchell et al.). The open vegetation was the product of cultural management of land by Tasmanian Aboriginal communities (Gammage), attractive to settlers during their distribution of land grants prior to the 1830s and a focus for settler violence. As documented cartographically in the Centre for 21st Century Humanities’ Colonial Frontier Massacres in Central and Eastern Australia 1788–1930, the period 1820–1835, and particularly during the Black War, saw the Midlands as central to the violent dispossession of Aboriginal landowners. Clements argues that the culture of violence during this period also reflected the brutalisation that the penal system imposed upon its subjects. The cultivation of agricultural land throughout the Midlands was enabled by the provision of unfree convict labour (Dillon). Many of the properties granted and established during the colonial period have been held in multi-generational family ownership through to the present.Within this patchwork of private ownership, the tension between visibility and privacy of the Midlands pastures and farmlands challenges the capacity for people to understand what role the Midlands plays in the greater Tasmanian ecology. Although half of Tasmania’s land areas are protected as national parks and reserves, the Midlands remains largely unprotected due to private ownership. When measured against Tasmania’s wilderness values and reputation, the dry pasturelands of the Midland region fail to capture an equivalent level of visual and experiential imagination. Jamie Kirkpatrick describes misconceptions of the Midlands when he writes of “[f]latness, dead and dying eucalypts, gorse, brown pastures, salt—environmental devastation […]—these are the common impression of those who first travel between Spring Hill and Launceston on the Midland Highway” (45). However, Kirkpatrick also emphasises the unique intimate and intricate qualities of this landscape, and its underlying resilience. In the face of the loss of paddock trees and remnants to irrigation, change in species due to pasture enrichment and introduction of new plant species, conservation initiatives that not only protect but also restore habitat are vital. The Tasmanian Midlands, then, are pastoral landscapes whose seeming monotonous continuity glosses over the radical changes experienced in the processes of colonisation and intensification of agriculture.Underlying the Present: Archaeology and Landscape in the Kerry Lodge ProjectThe major marker of the Midlands is the highway that bisects it. Running from Hobart to Launceston, the construction of a “great macadamised highway” (Department of Main Roads 10) between 1820–1850, and its ongoing maintenance, was a significant colonial project. The macadam technique, a nineteenth century innovation in road building which involved the laying of small pieces of stone to create a surface that was relatively water and frost resistant, required considerable but unskilled labour. The construction of the bridge at Kerry Lodge, in 1834–35, was simultaneous with significant bridge buildings at other major water crossings on the highway, (Department of Main Roads 16) and, as the first water crossing south of Launceston, was a pinch-point through which travel of prisoners could be monitored and controlled. Following the completion of the bridge, the site was used to house up to 60 male convicts in a road gang undergoing secondary punishment (1835–44) and then in a labour camp and hiring depot until 1847. At the time of the La Trobe report (1847), the buildings were noted as being in bad condition (Brand 142–43). After the station was disbanded, the use of the buildings reverted to the landowners for use in accommodation and agricultural storage.Archaeological research at Kerry Lodge, directed by Eleanor Casella, investigated the spatial and disciplinary structures of smaller probation and hiring depots and the living and working conditions of supervisory staff. Across three seasons (2015, 2016, 2018), the emerging themes of discipline and control and as well as labour were borne out by excavations across the site, focusing on remnants of buildings close to the bridge. This first season also piloted the co-presence of a curatorial art project, which grew across the season to include eleven practitioners in visual art, theatre and poetry, and three exhibition outcomes. As a crucial process for the curatorial art project, creative practitioners spent time on site as participants and observers, which enabled the development of responses that interrogated the research processes of archaeological fieldwork as well as making connections to the wider historical and cultural context of the site. Immersed in the mundane tasks of archaeological fieldwork, the practitioners involved became simultaneously focused on repetitive actions while contemplating the deep time contained within earth. This experience then informed the development of creative works interrogating embodied processes as a language of site.The outcome from the first fieldwork season was earthspoke, an exhibition shown at Sawtooth, an artist-run initiative in Launceston in 2015, and later re-installed in Franklin House, a National Trust property in the southern suburbs of Launceston.Images 2 and 3: earthspoke, 2015, Installation View at Sawtooth ARI (top) and Franklin House (bottom). Image Credits: Melanie de Ruyter.This recontextualisation of the work, from contemporary ARI (artist run initiative) gallery to National Trust property enabled the project to reach different audiences but also raised questions about the emphases that these exhibition contexts placed on the work. Within the white cube space of the contemporary gallery, connections to site became more abstracted while the educational and heritage functions of the National Trust property added further context and unintended connotations to the art works.Image 4: Strata, 2017, Installation View. Image Credit: Karen Hall.The two subsequent exhibitions, Lines of Site (2016) and Strata (2017), continued to test the relationship between site and gallery, through works that rematerialised the absences on site and connected embodied experiences of convict and archaeological labour. The most recent iteration of the project, Strata, part of the Ten Days on the Island art festival in 2017, involved installing works at the site, marking with their presence the traces, fragments and voids that had been reburied when the landscape returned to agricultural use following the excavations. Here, the interpretive function of the works directly addressed the layered histories of the landscape and underscored the scope of the human interventions and changes over time within the pastoral landscape. The interpretative role of the artworks formed part of a wider, multidisciplinary approach to research and communication within the project. University of Manchester archaeology staff and postgraduate students directed the excavations, using volunteers from the Launceston Historical Society. Staff from Launceston’s Queen Victorian Museum and Art Gallery brought their archival and collection-based expertise to the site rather than simply receiving stored finds as a repository, supporting immediate interpretation and contextualisation of objects. In 2018, participation from the University of Tasmania School of Education enabled a larger number of on-site educational activities than afforded by previous open days. These multi-disciplinary and multi-organisational networks, drawn together provisionally in a shared time and place, provided rich opportunities for dialogue. However, the challenges of sustaining these exchanges have meant ongoing collaborations have become more sporadic, reflecting different institutional priorities and competing demands on participants. Even within long-term projects, continued engagement with stakeholders can be a challenge: while enabling an emerging and concrete sense of community, the time span gives greater vulnerability to external pressures. Making Home: Ecological Restoration and Community Engagement in the Species Hotel ProjectImages 5 and 6: Selected Species Hotels, Ross, Tasmania, 2018. Image Credits: Patrick Sutczak. The Species Hotels stand sentinel over a river of saplings, providing shelter for animal communities within close range of a small town. At the township of Ross in the Southern Midlands, work was initiated by restoration ecologists to address the lack of substantial animal shelter belts on a number of major properties in the area. The Tasmania Island Ark is a major Greening Australia restoration ecology initiative, connecting 6000 hectares of habitat across the Midlands. Linking larger forest areas in the Eastern Tiers and Central Highlands as well as isolated patches of remnant native vegetation, the Ark project is vital to the ongoing survival of local plant and animal species under pressure from human interventions and climate change. With fragmentation of bush and native grasslands in the Midland landscape resulting in vast open plains, the ability for animals to adapt to pasturelands without shelter has resulted in significant decline as animals such as the critically endangered Eastern Barred Bandicoot struggle to feed, move, and avoid predators (Cranney). In 2014 mass plantings of native vegetation were undertaken along 16km of the serpentine Macquarie River as part of two habitat corridors designed to bring connectivity back to the region. While the plantings were being established a public art project was conceived that would merge design with practical application to assist animals in the area, and draw community and public attention to the work that was being done in re-establishing native forests. The Species Hotel project, which began in 2016, emerged from a collaboration between Greening Australia and the University of Tasmania’s School of Architecture and Design, the School of Land and Food, the Tasmanian College of the Arts and the ARC Centre for Forest Value, with funding from the Ian Potter Foundation. The initial focus of the project was the development of interventions in the landscape that could address the specific habitat needs of the insect, small mammal, and bird species that are under threat. First-year Architecture students were invited to design a series of structures with the brief that they would act as ‘Species Hotels’, and once created would be installed among the plantings as structures that could be inhabited or act as protection. After installation, the privately-owned land would be reconfigured so to allow public access and observation of the hotels, by residents and visitors alike. Early in the project’s development, a concern was raised during a Ross community communication and consultation event that the surrounding landscape and its vistas would be dramatically altered with the re-introduced forest. While momentary and resolved, a subtle yet obvious tension surfaced that questioned the re-writing of an established community’s visual landscape literacy by non-residents. Compact and picturesque, the architectural, historical and cultural qualities of Ross and its location were not only admired by residents, but established a regional identity. During the six-week intensive project, the community reach was expanded beyond the institution and involved over 100 people including landowners, artists, scientists and school children from the region (Wright), attempting to address and channel the concerns of residents about the changing landscape. The multiple timescales of this iterative project—from intensive moments of collaboration between stakeholders to the more-than-human time of tree growth—open spaces for regional identity to shift as both as place and community. Part of the design brief was the use of fully biodegradable materials: the Species Hotels are not expected to last forever. The actual installation of the Species Hotelson site took longer than planned due to weather conditions, but once on site they were weathering in, showing signs of insect and bird habitation. This animal activity created an opportunity for ongoing engagement. Further activities generated from the initial iteration of Species Hotel were the Species Hotel Day in 2017, held at the Ross Community Hall where presentations by scientists and designers provided feedback to the local community and presented opportunities for further design engagement in the production of ephemeral ‘species seed pies’ placed out in and around Ross. Architecture and Design students have gone on to develop more examples of ‘ecological furniture’ with a current focus on insect housing as well as extrapolating from the installation of the Species Hotels to generate a VR visualisation of the surrounding landscape, game design and participatory movement work that was presented as part of the Junction Arts Festival program in Launceston, 2017. The intersections of technologies and activities amplified the lived in and living qualities of the Species Hotels, not only adding to the connectivity of social and environmental actions on site and beyond, but also making a statement about the shared ownership this project enabled.Working Property: Collaboration and Dialogues in The Marathon Project The potential of iterative projects that engage with environmental concerns amid questions of access, stewardship and dialogue is also demonstrated in The Marathon Project, a collaborative art project that took place between 2015 and 2017. Situated in the Northern Midland region of Deddington alongside the banks of the Nile River the property of Marathon became the focal point for a small group of artists, ecologists and theorists to converge and engage with a pastoral landscape over time that was unfamiliar to many of them. Through a series of weekend camps and day trips, the participants were able to explore and follow their own creative and investigative agendas. The project was conceived by the landowners who share a passion for the history of the area, their land, and ideas of custodianship and ecological responsibility. The intentions of the project initially were to inspire creative work alongside access, engagement and dialogue about land, agriculture and Deddington itself. As a very small town on the Northern Midland fringe, Deddington is located toward the Eastern Tiers at the foothills of the Ben Lomond mountain ranges. Historically, Deddington is best known as the location of renowned 19th century landscape painter John Glover’s residence, Patterdale. After Glover’s death in 1849, the property steadily fell into disrepair and a recent private restoration effort of the home, studio and grounds has seen renewed interest in the cultural significance of the region. With that in mind, and with Marathon a neighbouring property, participants in the project were able to experience the area and research its past and present as a part of a network of working properties, but also encouraging conversation around the region as a contested and documented place of settlement and subsequent violence toward the Aboriginal people. Marathon is a working property, yet also a vital and fragile ecosystem. Marathon consists of 1430 hectares, of which around 300 lowland hectares are currently used for sheep grazing. The paddocks retain their productivity, function and potential to return to native grassland, while thickets of gorse are plentiful, an example of an invasive species difficult to control. The rest of the property comprises eucalypt woodlands and native grasslands that have been protected under a conservation covenant by the landowners since 2003. The Marathon creek and the Nile River mark the boundary between the functional paddocks and the uncultivated hills and are actively managed in the interface between native and introduced species of flora and fauna. This covenant aimed to preserve these landscapes, linking in with a wider pattern of organisations and landowners attempting to address significant ecological degradation and isolation of remnant bushland patches through restoration ecology. Measured against the visibility of Tasmania’s wilderness identity on the national and global stage, many of the ecological concerns affecting the Midlands go largely unnoticed. The Marathon Project was as much a project about visibility and communication as it was about art and landscape. Over the three years and with its 17 participants, The Marathon Project yielded three major exhibitions along with numerous public presentations and research outputs. The length of the project and the autonomy and perspectives of its participants allowed for connections to be formed, conversations initiated, and greater exposure to the productivity and sustainability complexities playing out on rural Midland properties. Like Kerry Lodge, the 2015 first year exhibition took place at Sawtooth ARI. The exhibition was a testing ground for artists, and a platform for audiences, to witness the cross-disciplinary outputs of work inspired by a single sheep grazing farm. The interest generated led to the rethinking of the 2016 exhibition and the need to broaden the scope of what the landowners and participants were trying to achieve. Image Credit: Ron Malor.In November 2016, The Marathon Project hosted an Open Weekend on the property encouraging audiences to visit, meet the artists, the landowners, and other invited guests from a number of restoration, conservation, and rehabilitation organisations. Titled Encounter, the event and accompanying exhibition displayed in the shearing shed, provided an opportunity for a rhizomatic effect with the public which was designed to inform and disseminate historical and contemporary perspectives of land and agriculture, access, ownership, visitation and interpretation. Concluding with a final exhibition in 2017 at the University of Tasmania’s Academy Gallery, The Marathon Project had built enough momentum to shape and inform the practice of its participants, the knowledge and imagination of the public who engaged with it, and make visible the precarity of the cultural and rural Midland identity.Image 8. Image Credit: Patrick Sutczak.ConclusionThe Marathon Project, Species Hotel and the Kerry Lodge Archaeology and Art Project all demonstrate the potential of site-based projects to articulate and address concerns that arise from the environmental and cultural conditions and histories of a region. Beyond the Midland fence line is a complex environment that needed to be experienced to be understood. Returning creative work to site, and opening up these intensified experiences of place to a public forms a key stage in all these projects. Beyond a commitment to site-specific practice and valuing the affective and didactic potential of on-site installation, these returns grapple with issues of access, visibility and absence that characterise the Midlands. Paul Carter describes his role in the convening of a “concretely self-realising creative community” in an initiative to construct a meeting-place in Alice Springs, a community defined and united in “its capacity to imagine change as a negotiation between past, present and future” (17). Within that regional context, storytelling, as an encounter between histories and cultures, became crucial in assembling a community that could in turn materialise story into place. In these Midlands projects, a looser assembly of participants with shared interests seek to engage with the intersections of plant, human and animal activities that constitute and negotiate the changing environment. The projects enabled moments of connection, of access, and of intervention: always informed by the complexities of belonging within regional locations.These projects also suggest the need to recognise the granularity of regionalism: the need to be attentive to the relations of site to bioregion, of private land to small town to regional centre. The numerous partnerships that allow such interconnect projects to flourish can be seen as a strength of regional areas, where proximity and scale can draw together sets of related institutions, organisations and individuals. However, the tensions and gaps within these projects reveal differing priorities, senses of ownership and even regional belonging. Questions of who will live with these project outcomes, who will access them, and on what terms, reveal inequalities of power. Negotiations of this uneven and uneasy terrain require a more nuanced account of projects that do not rely on the geographical labelling of regions to paper over the complexities and fractures within the social environment.These projects also share a commitment to the intersection of the social and natural environment. They recognise the inextricable entanglement of human and more than human agencies in shaping the landscape, and material consequences of colonialism and agricultural intensification. Through iteration and duration, the projects mobilise processes that are responsive and reflective while being anchored to the materiality of site. Warwick Mules suggests that “regions are a mixture of data and earth, historically made through the accumulation and condensation of material and informational configurations”. Cross-disciplinary exchanges enable all three projects to actively participate in data production, not interpretation or illustration afterwards. Mules’ call for ‘accumulation’ and ‘configuration’ as productive regional modes speaks directly to the practice-led methodologies employed by these projects. The Kerry Lodge and Marathon projects collect, arrange and transform material taken from each site to provisionally construct a regional material language, extended further in the dual presentation of the projects as off-site exhibitions and as interventions returning to site. The Species Hotel project shares that dual identity, where materials are chosen for their ability over time, habitation and decay to become incorporated into the site yet, through other iterations of the project, become digital presences that nonetheless invite an embodied engagement.These projects centre the Midlands as fertile ground for the production of knowledge and experiences that are distinctive and place-based, arising from the unique qualities of this place, its history and its ongoing challenges. Abstract:

Property as both an idea and a practice has been interpreted through the prism of a liberal, law and economics paradigm since at least the 18th century. This dominant (and domineering) perspective stresses the primacy of individualism, the power of exclusion, and the values of private commodity. By contrast, concepts of property that evolved out of the counterculture of the 1960s and early 1970s challenged this hegemony. Countercultural, or Aquarian, ideas of property stressed pre-liberal, long forgotten property norms such as sociability, community, inclusion and personhood, and contested a private uniformity that seemed “totalizing and universalizing” (Blomley, Unsettling 102). This paper situates what it terms “Aquarian property” in the context of emergent property theory in the 1960s and 1970s, and the propertied practices these new theories engendered. Importantly, this paper also grounds Aquarian ideas of property to location. As legal geographers observe, the law inexorably occurs in place as well as time. “Nearly every aspect of law is located, takes place, is in motion, or has some spatial frame of reference” (Braverman et al. 1). Property’s radical yet simultaneously ancient alter-narrative found fertile soil where the countercultural experiment flourished. In Australia, one such place was the green, sub-tropical landscape of the New South Wales Northern Rivers, home of the 1973 Australian Union of Student’s Aquarius Festival at Nimbin. The Counterculture and Property Theory Well before the “Age of Aquarius” entered western youth consciousness (Munro-Clark 56), and 19 years before the Nimbin Aquarius Festival, US legal scholar Felix Cohen defined property in seminally private and exclusionary terms. To the world: Keep off X unless you have my permission, which I may grant or withhold.Signed: Private citizenEndorsed: The state. (374) Cohen’s formula was private property at its 1950s apogee, an unambiguous expression of its centrality to post-war materialism. William Blackstone’s famous trope of property as “that sole and despotic dominion” had become self-fulfilling (Rose, Canons). Why had this occurred? What had made property so narrow and instrumentalist to a private end? Several property theorists identify the enclosure period in the 17th and 18th centuries as seminal to this change (Blomley, Law; Graham). The enclosures, and their discourse of improvement and modernity, saw ancient common rights swept away in favour of the liberal private right. Property diversity was supplanted by monotony, group rights by the individual, and inclusion by exclusion. Common property rights were rights of shared use, traditionally agrarian incidents enjoyed through community membership. However, for the proponents of enclosure, common rights stood in the way of progress. Thus, what was once a vested right (such as the common right to glean) became a “mere practice”, condemned by its “universal promiscuity” and perceptions of vagrancy (Buck 17-8). What was once sited to context, to village and parish, evolved into abstraction. And what had meaning for person and place, “a sense of self; […] a part of a tribe’ (Neeson 180), became a tradable commodity, detached and indifferent to the consequences of its adverse use (Leopold). These were the transformed ideas of property exported to so-called “settler” societies, where colonialists demanded the secure property rights denied to them at home. In the common law tradition, a very modern yet selective amnesia took hold, a collective forgetting of property’s shared and sociable past (McLaren). Yet, property as commodity proved to be a narrow, one-sided account of property, an unsatisfactory “half right” explanation (Alexander 2) that omits inconvenient links between ownership on the one hand, and self and place on the other. Pioneering US conservationist Aldo Leopold detected as much a few years before Felix Cohen’s defining statement of private dominance. In Leopold’s iconic A Sand County Almanac, he wrote presciently of the curious phenomenon of hardheaded farmers replanting selected paddocks with native wildflowers. As if foreseeing what the next few decades may bring, Leopold describes a growing resistance to the dominant property paradigm: I call it Revolt – revolt against the tedium of the merely economic attitude towards land. We assume that because we had to subjugate the land to live on it, the best farm is therefore the one most completely tamed. These […] farmers have learned from experience that the wholly tamed farm offers not only a slender livelihood but a constricted life. (188)By the early 1960s, frustrations over the constrictions of post-war life were given voice in dissenting property literature. Affirming that property is a social institution, emerging ideas of property conformed to the contours of changing values (Singer), and the countercultural zeitgeist sweeping America’s universities (Miller). Thus, in 1964, Charles Reich saw property as the vanguard for a new civic compact, an ambitious “New Property” that would transform “government largess” into a property right to address social inequity. For Joseph Sax, property scholar and author of a groundbreaking citizen’s manifesto, the assertion of public property rights were critical to the protection of the environment (174). And in 1972, to Christopher Stone, it seemed a natural property incident that trees should enjoy equivalent standing to legal persons. In an age when “progress” was measured by the installation of plastic trees in Los Angeles median strips (Tribe), jurists aspired to new ideas of property with social justice and environmental resonance. Theirs was a scholarly “Revolt” against the tedium of property as commodity, an act of resistance to the centuries-old conformity of the enclosures (Blomley, Law). Aquarian Theory in Propertied Practice Imagining new property ideas in theory yielded in practice a diverse Aquarian tenure. In the emerging communes and intentional communities of the late 1960s and early 1970s, common property norms were unwittingly absorbed into their ethos and legal structure (Zablocki; Page). As a “way out of a dead-end future” (Smith and Crossley), a generation of young, mostly university-educated people sought new ways to relate to land. Yet, as Benjamin Zablocki observed at the time, “there is surprisingly little awareness among present-day communitarians of their historical forebears” (43). The alchemy that was property and the counterculture was given form and substance by place, time, geography, climate, culture, and social history. Unlike the dominant private paradigm that was placeless and universal, the tenurial experiments of the counter-culture were contextual and diverse. Hence, to generalise is to invite the problematic. Nonetheless, three broad themes of Aquarian property are discernible. First, property ceased being a vehicle for the acquisition of private wealth; rather it invested self-meaning within a communitarian context, “a sense of self [as] a part of a tribe.” Second, the “back to the land” movement signified a return to the country, an interregnum in the otherwise unidirectional post-enclosure drift to the city. Third, Aquarian property was premised on obligation, recognising that ownership was more than a bundle of autonomous rights, but rights imbricated with a corresponding duty to land health. Like common property and its practices of sustained yield, Aquarian owners were environmental stewards, with inter-connected responsibilities to others and the earth (Page). The counterculture was a journey in self-fulfillment, a search for personal identity amidst the empowerment of community. Property’s role in the counterculture was to affirm the under-regarded notion of property as propriety; where ownership fostered well lived and capacious lives in flourishing communities (Alexander). As Margaret Munro-Clark observed of the early 1970s, “the enrichment of individual identity or selfhood [is] the distinguishing mark of the current wave of communitarianism” (33). Or, as another 1970s settler remarked twenty years later, “our ownership means that we can’t liquefy our assets and move on with any appreciable amount of capital. This arrangement has many advantages; we don’t waste time wondering if we would be better off living somewhere else, so we have commitment to place and community” (Metcalf 52). In personhood terms, property became “who we are, how we live” (Lismore Regional Gallery), not a measure of commoditised worth. Personhood also took legal form, manifested in early title-holding structures, where consensus-based co-operatives (in which capital gain was precluded) were favoured ideologically over the capitalist, majority-rules corporation (Munro-Clark). As noted, Aquarian property was also predominantly rural. For many communitarians, the way out of a soulless urban life was to abandon its difficulties for the yearnings of a simpler rural idyll (Smith and Crossley). The 1970s saw an extraordinary return to the physicality of land, measured by a willingness to get “earth under the nails” (Farran). In Australia, communities proliferated on the NSW Northern Rivers, in Western Australia’s southwest, and in the rural hinterlands behind Queensland’s Sunshine Coast and Cairns. In New Zealand, intentional communities appeared on the rural Coromandel Peninsula, east of Auckland, and in the Golden Bay region on the remote northwestern tip of the South Island. In all these localities, land was plentiful, the climate seemed sunny, and the landscape soulful. Aquarians “bought cheap land in beautiful places in which to opt out and live a simpler life [...] in remote backwaters, up mountains, in steep valleys, or on the shorelines of wild coastal districts” (Sargisson and Sargent 117). Their “hard won freedom” was to escape from city life, suffused by a belief that “the city is hardly needed, life should spring out of the country” (Jones and Baker 5). Aquarian property likewise instilled environmental ethics into the notion of land ownership. Michael Metzger, writing in 1975 in the barely minted Ecology Law Quarterly, observed that humankind had forgotten three basic ecological laws, that “everything is connected to everything else”, that “everything must go somewhere”, and that “nature knows best” (797). With an ever-increasing focus on abstraction, the language of private property: enabled us to create separate realities, and to remove ourselves from the natural world in which we live to a cerebral world of our own creation. When we act in accord with our artificial world, the disastrous impact of our fantasies upon the natural world in which we live is ignored. (796)By contrast, Aquarian property was intrinsically contextual. It revolved around the owner as environmental steward, whose duty it was “to repair the ravages of previous land use battles, and to live in accord with the natural environment” (Aquarian Archives). Reflecting ancient common rights, Aquarian property rights internalised norms of prudence, proportionality and moderation of resource use (Rose, Futures). Simply, an ecological view of land ownership was necessary for survival. As Dr. Moss Cass, the Federal environment minister wrote in the preface to The Way Out: Radical Alternatives in Australia, ‘”there is a common conviction that something is rotten at the core of conventional human existence.” Across the Tasman, the sense of latent environmental crisis was equally palpable, “we are surrounded by glistening surfaces and rotten centres” (Jones and Baker 5). Property and Countercultural Place and Time In the emerging discipline of legal geography, the law and its institutions (such as property) are explained through the prism of spatiotemporal context. What even more recent law and geography scholarship argues is that space is privileged as “theoretically interesting” while “temporality is reduced to empirical history” (Braverman et al. 53). This part seeks to consider the intersection of property, the counterculture, and time and place without privileging either the spatial or temporal dimensions. It considers simply the place of Nimbin, New South Wales, in early May 1973, and how property conformed to the exigencies of both. Legal geographers also see property through the theory of performance. Through this view, property is a “relational effect, not a prior ground, that is brought into being by the very act of performance” (Blomley, Performing 13). In other words, doing does not merely describe or represent property, but it enacts, such that property becomes a reality through its performance. In short, property is because it does. Performance theory is liberating (Page et al) because it concentrates not on property’s arcane rules and doctrines, nor on the legal geographer’s alleged privileging of place over time, but on its simple doing. Thus, Nicholas Blomley sees private property as a series of constant and reiterative performances: paying rates, building fences, registering titles, and so on. Adopting this approach, Aquarian property is described as a series of performances, seen through the prism of the legal practitioner, and its countercultural participants. The intersection of counterculture and property law implicated my family in its performative narrative. My father had been a solicitor in Nimbin since 1948; his modest legal practice was conducted from the side annexe of the School of Arts. Equipped with a battered leather briefcase and a trusty portable typewriter, like clockwork, he drove the 20 miles from Lismore to Nimbin every Saturday morning. I often accompanied him on his weekly visits. Forty-one years ago, in early May 1973, we drove into town to an extraordinary sight. Seen through ten-year old eyes, surreal scenes of energy, colour, and longhaired, bare-footed young people remain vivid. At almost the exact halfway point in my father’s legal career, new ways of thinking about property rushed headlong and irrevocably into his working life. After May 1973, dinnertime conversations became very different. Gone was the mundane monopoly of mortgages, subdivisions, and cottage conveyancing. The topics now ranged to hippies, communes, co-operatives and shared ownerships. Property was no longer a dull transactional monochrome, a lifeless file bound in pink legal tape. It became an idea replete with diversity and innovation, a concept populated with interesting characters and entertaining, often quirky stories. If property is a narrative (Rose, Persuasion), then the micro-story of property on the NSW Northern Rivers became infinitely more compelling and interesting in the years after Aquarius. For the practitioner, Aquarian property involved new practices and skills: the registration of co-operatives, the drafting of shareholder deeds that regulated the use of common lands, the settling of idealistic trusts, and the ever-increasing frequency of visits to the Nimbin School of Arts every working Saturday. For the 1970s settler in Nimbin, performing Aquarian property took more direct and lived forms. It may have started by reading the open letter that festival co-organiser Graeme Dunstan wrote to the Federal Minister for Urban Affairs, Tom Uren, inviting him to Nimbin as a “holiday rather than a political duty”, and seeking his support for “a community group of 100-200 people to hold a lease dedicated to building a self-sufficient community [...] whose central design principles are creative living and ecological survival” (1). It lay in the performances at the Festival’s Learning Exchange, where ideas of philosophy, organic farming, alternative technology, and law reform were debated in free and unstructured form, the key topics of the latter being abortion and land. And as the Festival came to its conclusion, it was the gathering at the showground, titled “After Nimbin What?—How will the social and environmental experiment at Nimbin effect the setting up of alternative communities, not only in the North Coast, but generally in Australia” (Richmond River Historical Society). In the days and months after Aquarius, it was the founding of new communities such as Co-ordination Co-operative at Tuntable Creek, described by co-founder Terry McGee in 1973 as “a radical experiment in a new way of life. The people who join us […] have to be prepared to jump off the cliff with the certainty that when they get to the bottom, they will be all right” (Munro-Clark 126; co*ck 121). The image of jumping off a cliff is a metaphorical performance that supposes a leap into the unknown. While orthodox concepts of property in land were left behind, discarded at the top, the Aquarian leap was not so much into the unknown, but the long forgotten. The success of those communities that survived lay in the innovative and adaptive ways in which common forms of property fitted into registered land title, a system otherwise premised on individual ownership. Achieved through the use of outside private shells—title-holding co-operatives or companies (Page)—inside the shell, the norms and practices of common property were inclusively facilitated and performed (McLaren; Rose, Futures). In 2014, the performance of Aquarian property endures, in the dozens of intentional communities in the Nimbin environs that remain a witness to the zeal and spirit of the times and its countercultural ideals. Conclusion The Aquarian idea of property had profound meaning for self, community, and the environment. It was simultaneously new and old, radical as well as ancient. It re-invented a pre-liberal, pre-enclosure idea of property. For property theory, its legacy is its imaginings of diversity, the idea that property can take pluralistic forms and assert multiple values, a defiant challenge to the dominant paradigm. Aquarian property offers rich pickings compared to the pauperised private monotone. Over 41 years ago, in the legal geography that was Nimbin, New South Wales, the imaginings of property escaped the conformity of enclosure. The Aquarian age represented a moment in “thickened time” (Braverman et al 53), when dissenting theory became practice, and the idea of property indelibly changed for a handful of serendipitous actors, the unscripted performers of a countercultural narrative faithful to its time and place.
